The seven-member City Council is made of two at-large members and five members who represent Council districts throughout Frankfort. Each Council member began his four-year term in January 2024.
Representing the legislative branch of City government, the Council is responsible for proposing and passing legislation that governs City operations. They also work in partnership with the Mayor to pass an annual budget to fund City government operations. The Council may create standing citizen advisory boards, committees or commissions to help Councilors in conducting the public’s business.
The Council meets the second and fourth Mondays of each month at 7:00 p.m. in the Council Chambers in the basement of Old Stoney at 301 East Clinton Street. If a holiday falls on one of these Mondays, notice will be given for an alternative meeting date.

About the Mayor
Judith Sheets was born and raised in Frankfort. She spent nearly 30 years working for the Frankfort Police Department before being elected Clerk-Treasurer for the City of Frankfort. She served in that capacity for 12 years before becoming mayor. Mayor Sheets has extensive experience in local policy and finance and began her first term as mayor in 2020. In her time as Mayor, she has worked hard to increase collaboration and partnerships with community leaders and residents.
Located on the first floor of Old Stoney, the Mayor’s Office is open from 8:00 a.m. – 4:00 p.m., Monday – Friday. Residents are welcome to stop by, but to ensure time with the Mayor, citizens should contact Tina Stock to schedule an appointment.

As the chief administrative group for the City, the Board of Public Works works with the Police, Fire, Streets, Parks, Building Services, and Community Development Departments in maintaining the overall operations of the City as well as being accountable for the financial operations under the Board’s authority.

The Frankfort Fire Department is comprised of 42 career firefighters, 1 civilian inspector, and an administrative assistant. The Fire Department is responsible for providing emergency services for the City of Frankfort as well as Center Township, Jackson Township, Union Township, and part of Washington Township. Based on the Census from 2020 our population is approximately 21,000 residents and cover approximately 102 square miles within Clinton County. The department has 3 first due fire engines, 1 ladder truck, 2 tankers, an EMA response vehicle, hazmat apparatuses, command truck, brush truck, and 1 spare engine. The Frankfort Fire Department operates 3 fully staffed stations, 24 hours a day/365 days a year. The 3 fire stations response areas are based around the rail system that run through the community.

The Parks Department is responsible for managing Frankfort's 8 City Parks; Prairie Creek Park, Veteran's Park, TPA Park, Larry Ferrell Park (Eastside), Luther Howe Park (Green Street Park), John Redman Park (3rd Street Park), Circle Park, and Dorner Park! The Department handles all rentals for the Frankfort Neighborhood Center, Encompass Event Center at Prairie Creek Park and the Shelters at TPA Park.

We have every amenity, whether it’s basketball courts, splash pad at Prairie Creek Park, tennis courts, pickleball courts, our Dog Park at Dorner Park, a FREE petting zoo & aviary, playgrounds, horseshoe courts, and baseball courts. The Parks Department handles the day-to-day operations at each park, maintenance issues, and all improvements made in any of the parks. The department puts on the 4th of July Festival, Festival of Lights, Raíces Festival, Summer Concert Series, Movie in the Park Series, Downtown TuneNights, Community Easter Egg Hunt and the Bike Race.

Wow, our 2024 Easter Egg Hunt went phenomenal this year! We had over 500 people attend to find all 12,000 Easter Eggs hidden throughout TPA Park. This year we did something different during the event, we received a generous donation of chips from Frito Lay and instead of us setting the chips out, we put them throughout the hunt for all the kids to find! We booked a bounce house for the kids and invited two local food trucks. Our Easter Bunny even decided to stop in and say "Hoppy Easter" to all the kids!
2025 Easter Egg Hunt will be even BIGGER & BETTER than 2024, with now over 18,000 Easter Eggs to find, thanks to our friends at the Frankfort Walmart Super Center!

FESTIVAL OF LIGHTS AT TPA PARK
Experience the magic this season, with over 1 Million LED Christmas Lights and mesmerizing animated displays! Our Festival of Lights is a drive thru dazzling winter wonderland only. While driving through, you can have a wonderful time visiting with Santa at the Santa House, where he loves to hand out candy canes to all.
Not only can your whole family come on out to the Festival of Lights, but also, your animals, we love seeing the twinkle in their eyes! Santa, may even have dog treats for them! After you stop at the Santa House, you can indulge in hot chocolate and tasty treats at our concession stand, warm up with a bowl of soup! While driving through the festival, tune to 96.9 to hear wonderful Christmas music and a few of the Parks Department's interviews about what they love during the Festival of Lights.

Our department serves 16,500 residents as well as those who work in one of the largest contiguous industrial parks in Indiana. The department employs 37 sworn officers and 12 civilian employees. We respond to over 10,000 calls for service each year. Our agency is currently in self-assessment for accreditation through the Indiana Law Enforcement Accreditation Commission. In June 2023, we moved into our new police headquarters. This is the first building constructed for the sole purpose of providing police services to our city.

Frankfort’s Street Department is responsible for providing a safe transportation system, a clean environment, and improving the condition of the community’s alleyways. In addition, we are proud to provide the following menu of comprehensive services to enhance the overall cleanliness and maintenance of the City.
Electronic Payment cut-off time
All credit/debit card and e-check payments paid after 8:00 PM each day will be posted on the next business day.
Transaction Fee
The policy made Effective on 10-13-2021, has now been implemented. Please note: A convenience fee of $3.75 will be assessed per $400.00 when you pay by Credit/Debit Card and a $3.00 fee when you pay by e-check for Utility Bills; for miscellaneous bills, a flat 3% fee, with a minimum of $2.75, will be charged. This fee is for the convenience of using Credit/Debit Cards or e-checks. Any customer using a Credit/Debit Card or e-check will be charged a fee, per transaction. Due, to VISA rules and regulations VISA Credit/Debit cards will be accepted “Online”, or “By Phone. For your convenience, online access has been made available in our office for those customers wanting to pay with VISA, in our office.
The Frankfort Police Department Code Enforcement Unit is within the Special Operations Division. The unit has two full-time code enforcement officers for the City of Frankfort. The City is separated north to south of Clinton Street.

- 3-hour Parking - Downtown
- Parking Complaints
- Other Nuisances
The Unit works with the Frankfort Police Department Patrol Unit, Clerk - Treasurer's Office, and the City Legal Department to ensure compliance with local ordinances.
