MS4 Plan Submittal
If your construction project plans to disturb one or more acres of land within the City of Frankfort corporate boundary- you are required by city ordinance & IN State Law to submit stormwater plans for review. Once project is determined to warrant MS4/ Stormwater plans, Building Services will open an active file for your project. Stormwater plans should be submitted at the same time building plans are submitted to Building Services. Emailing both plans concurrently ensures there will not be a delay in your project start date.
STEP 1:
- Submit completed application and corresponding fees, site plans, Construction and Post-Construction Stormwater Pollution Prevention Plans (SWPPPs), other required information as listed in the Standards. Please submit all required documentation to Building Services via email to dstock@frankfort-in.gov.
STEP 2:
- Building Services will then assess any applicable fees related to submittal.
STEP 3:
- Building Services will submit plans, application and SWPPPs to Wessler Engineering for technical review. Wessler Engineering will review plans for compliance including erosion and sediment control measures and post-construction water quality (in accordance with the MS4 regulations).
- Building Services will also submit plans to Clinton County Surveyor for detention and drainage review.
STEP 4:
- Wessler Engineering will review plans and correspond with applicant to obtain all information to complete the technical review.
- After review is complete, Wessler Engineering will provide a final review letter and Technical Review/ Comment Form to Building Services which identifies outstanding items to be provided by site owner, as well as final review fees.
STEP 5:
- Clinton County Surveyor will review drainage plans. Building Services will receive Drainage Board approval/ denial/ waiver.
STEP 6:
- Once all reviews are completed, Building Services will generate an approval letter/ building permit and provide Technical Review/ Comment Form to site owner for submittal to IDEM.
- Building Services will collect all fees due for final review.
