Illicit Discharges from Construction Sites
To report the heavy erosion from constructions sites, heavily polluted water, please call the City of Frankfort Building Services. The Department of Building Services will accept stormwater calls at 765.654.5278 Monday through Friday, 8:00am to 4:00pm. Callers must give their name and contact information so that stormwater problems can be tracked as they are resolved. Emergencies such as chemical spills should still be reported to 911.
To report illegal dumping of chemicals, heavy polluted water, or other illegal connections to the storm systems (such as septic tank discharge or washing machine wash water), please call the Sewer Maintenance Department at 765.654.8343.
Plan Review & Construction Projects
The City of Frankfort has implemented a Storm Water Program as a requirement of the Indiana Department of Environmental Management (IDEM) for Municipal Separate Storm Sewer Systems (MS4). As such, the City of Frankfort Building Services and the Municipal Utilities are required to complete plan reviews, inspections, and enforcement for projects that are greater than one (1) acre in size that are located within Frankfort’s corporate limits. This process is also referred to by IDEM as a Construction Stormwater General Permit (CSGP), previously known as a Rule 5 Permit.
This program has been implemented through the City of Frankfort’s Department of Building Services. All construction plans greater than one (1) acre are to be submitted to the Department of Building Services. Refer to this Department's information for details on permit forms, fees, and City Ordinances and requirements.

Contractor Training
A part of Frankfort's MS4 Program is to provide training to contractors on erosion and sediment control best management practices (BMPs). Stormwater runoff from construction sites picks up pollutants like trash, chemicals, oils, and dirt/sediments that can harm our rivers, streams, and lakes. To protect these resources, communities, construction companies, industries, and others use BMPs. These BMPs control pollutants and/or prevent pollution by cooling it at its source.
