12/14/2020 City Council Meeting Minutes

COMMON COUNCIL
December 14, 2020

The Common Council met in a regular meeting on December 14, 2020, at 7:00 PM at the Community Schools of Frankfort Administration Building, 2400 E. Wabash Street, Frankfort, Indiana. The meeting was also presented and attended via GoToMeeting.

Mayor Judy Sheets called the meeting to order and led the assembly in the Pledge of Allegiance. Upon roll call, the following members were present: Mayor Judy Sheets, Megan Sheets, Clarence Warthan, and Steve Beardsley.  Also present were Clerk-Treasurer Carol Bartley and City Attorney Les Bergum. Members Michael Brite, Brandt Fuller, Joe Palmer, and Eric Woods attended via GoToMeeting.

MINUTES:   The minutes for the November 9, 2020, regular meeting were presented. Councilmember Sheets moved the minutes be approved as presented, seconded by Councilmember Warthan. Upon a roll call vote, six ayes and one abstention were recorded. Motion passed 6-0.

ORDINANCE 20-14: AN ORDINANCE ANNEXING CERTAIN TERRITORY TO THE CITY OF FRANKFORT, INDIANA, PLACING THE SAME WITHIN THE CORPORATE BOUNDARIES THEREOF AND MAKING THE SAME A PART OF THE CITY OF FRANKFORT, INDIANA (THE “INTERSTATE 65”)
Councilmember Beardsley made a motion to pass ordinance 20-14 on the third reading seconded by Councilmember Woods.  Upon a roll call vote, seven ayes were recorded. Motion passed 7-0.

RESOLUTION 20-19: A RESOLUTION DIRECTING TRANSFER OF APPROPRIATED FUNDS

Street Department Superintendent Jason Forsythe informed the council that due to an increase in dump fees he would like to transfer funds from the sanitation budget into the dump fees budget. The total amount to be transferred is $11,000.00.  Councilmember Beardsley made a motion to pass resolution 20-19, seconded by Councilmember Sheets.  Upon a roll call vote, seven ayes were recorded. Motion passed 7-0.

RESOLUTION 20-20: DECLARATORY RESOLUTION REDESIGNATING AN ECONOMIC REVITALIZATION AREA FOR PERSONAL PROPERTY TAX ABATEMENT

Shan Sheridan addressed the council regarding a tax abatement for Frito Lay.  Frito Lay will be investing $60 million in a building project to expand its operations in Frankfort.  Councilmember Palmer made a motion to pass resolution 20-20, seconded by Councilmember Fuller.  Upon a roll call vote, seven ayes were recorded. Motion passed 7-0

Mayor Sheets noted that in January there will be a public hearing and a confirmation resolution for this project.

OLD BUSINESS:
Street Department Superintendent Jason Forsythe addressed the council about the Washington Avenue Phase I project. He informed them that AT&T may have to connect to the Washington Avenue Phase I utilities and could possibly have to dig a hole in the new roadway by the Milky Way.  He is going to be working with American Structurepoint in order to rectify the situation and will keep the council updated.

Police Chief Scott Shoemaker updated the council on the new police department building project.  The new police department building will be located at 1740 West State Road 28 with groundbreaking beginning in July of 2021.  He is hopeful they will be able to move in during the summer or fall of 2022.

NEW BUSINESS:
Todd Corrie presented the council with the 2021 Utility Service Board budget for acceptance.  The annual budget is $43 million and was accepted by the council.

Greg Patchett submitted a letter to the council asking to continue serving on the Board of Zoning Appeals after his term ends on December 31, 2020.  Councilmember Palmer made a motion to reappoint Greg Patchett, seconded by Councilmember Warthan.  Upon a roll call vote, seven ayes were recorded.  Motion passed 7-0.

Clerk-Treasurer Carol Bartley presented the council with the 2021 meeting schedule.  Any meetings that coincide with a government holiday will be moved to the following day.  The council approved the meeting schedule by consensus.

Clerk-Treasurer Carol Bartley advised the council that the city budget for 2021 had been approved by the state and the final documents have been submitted to the state.

ADJOURNMENT:   There being no further business to come before the Council, Councilmember Woods moved to adjourn, seconded by Councilmember Warthan. Mayor Sheets adjourned the meeting at 7:28 PM.
