11/09/2020 City Council Meeting Minutes

COMMON COUNCIL
November 9, 2020

 

The Common Council met in a regular meeting on November 9, 2020, at the Frankfort Community Public Library, 208 West Clinton Street, Frankfort, Indiana at 7:00 PM. The meeting was also presented and attended via GoToMeeting.

Mayor Judy Sheets called the meeting to order and led the assembly in the Pledge of Allegiance. Upon roll call, the following members were present: Mayor Judy Sheets, Michael Brite, Megan Sheets, Clarence Warthan, Eric Woods, and Brandt Fuller.  Also present was Clerk-Treasurer Carol Bartley and City Attorney Les Bergum. Members Steve Beardsley and Joe Palmer attended via GoToMeeting.

MINUTES:   The minutes for the October 26, 2020, regular meeting were presented. Councilmember Sheets moved the minutes be approved as presented, seconded by Councilmember Woods. Upon a roll call vote, four ayes and two abstentions were recorded. Motion passed 4-0.

PUBLIC COMMENTS:
None

ORDINANCE 20-21: AN ORDINANCE RESTATING AND REESTABLISHING FEES FOR BUILDING PERMITS AND CERTIFICATES OF OCCUPANCY

Councilmember Woods made a motion to pass ordinance 20-21 on the third reading seconded by Councilmember Fuller.  Upon a roll call vote, six ayes were recorded. Motion passed 6-0.

RESOLUTION 20-18: A RESOLUTION ALLOWING BOARD OF WORKS TO CREATE CLAIM AGAINST CARES GRANT FUND

Clerk-Treasurer Carol Bartley informed the council that this fund is for COVID-19 purchases and related expenses.  Councilmember Palmer made a motion to pass resolution 20-18, seconded by Councilmember Sheets.  Upon a roll call vote, six ayes were recorded.
Motion passed 6-0.

OLD BUSINESS:
None

NEW BUSINESS:
Matt Stidham spoke to the council regarding the building of a public safety training complex.  He asked the council for $40,000 to help with the cost of construction and said they have also asked the county to give them $40,000.  Once the public safety training complex is complete they would like the city to commit to $5000 annually for expenses. Mr. Stidham noted that they have received donations from several businesses to assist with the project.  Mayor Sheets advised that funds are extremely limited and said that the council would not be able to commit to anything at this time.  The council will take the project under advisement and will not make a decision until next year.

Mayor Sheets advised the council that starting November 23rd the meetings will take place at the Community Schools of Frankfort Administration building.

Councilmember Woods advised the council that they had been given the recommendation of appointing Sam Payne to the vacant position on the Board of Zoning Appeals. Councilmember Fuller made a motion to accept the appointment of Sam Payne, seconded by Councilmember Brite. Upon a roll call vote, seven ayes were recorded.  Motion passed 7-0.

ADJOURNMENT:   There being no further business to come before the Council, Councilmember Woods moved to adjourn, seconded by Councilmember Warthan. Mayor Sheets adjourned the meeting at 7:37 PM.
