10/12/2020 City Council Meeting Minutes

COMMON COUNCIL
October 12, 2020

The Common Council met in a regular meeting on October 12, 2020, at the Frankfort Community Public Library, 208 West Clinton Street, Frankfort, Indiana at 7:00 PM. The meeting was also presented and attended via GoToMeeting.

Mayor Judy Sheets called the meeting to order and led the assembly in the Pledge of Allegiance. Upon roll call, the following members were present: Mayor Judy Sheets, Brandt Fuller, Joe Palmer, Michael Brite, and Eric Woods.  Also present was Clerk-Treasurer Carol Bartley and City Attorney Les Bergum. Steve Beardsley was absent and members Megan Sheets and Clarence Warthan attended via GoToMeeting.

MINUTES:   The minutes for the September 28, 2020, regular meeting were presented. Councilmember Palmer moved the minutes be approved seconded by Councilmember Brite. Upon roll call vote, six ayes were recorded. Motion passed 6-0.

PUBLIC COMMENTS:  None

PUBLIC HEARING ORD 20-15

Mayor Sheets called a recess of the meeting and opened a public hearing to discuss any comments or questions about the 2021 Budget.  Jerry Hickman informed the council that there have been no additional changes to the budget since the first reading.  Mayor Sheets closed the public hearing and reopened the council meeting.

ORDINANCE 20-15: AN ORDINANCE FOR APPROPRIATIONS AND TAX RATES (2021 BUDGET)

Councilmember Woods made a motion to pass ordinance 20-15 on the second reading seconded by Councilmember Fuller.  Upon a roll call vote, six ayes were recorded. Motion passed 6-0.

ORDINANCE 20-16: AN ORDINANCE SETTING THE SALARIES AND HOURLY WAGES FOR EMPLOYEES OF THE CIVIL CITY OF FRANKFORT, INDIANA.

Councilmember Palmer made a motion to pass ordinance 20-16 on the second reading seconded by Councilmember Brite.  Upon a roll call vote, six ayes were recorded. Motion passed 6-0.

ORDINANCE 20-17: AN ORDINANCE ESTABLISHING THE SALARIES OF THE ELECTED OFFICIALS OF THE CITY OF FRANKFORT, INDIANA.

Councilmember Fuller made a motion to pass ordinance 20-17 on the second reading seconded by Councilmember Woods. Upon a roll call vote, six ayes were recorded.  Motion passed 6-0.

ORDINANCE 20-18: AN ORDINANCE AMENDING THE WASTEWATER ADMISSIBILITY STANDARDS.

Councilmember Woods made a motion to pass ordinance 20-18 on the third reading seconded by Councilmember Palmer.  Upon a roll call vote, six ayes were recorded. Motion passed 6-0.

ORDINANCE 20-19: AN ORDINANCE AUTHORIZING THE ACQUISITION, CONSTRUCTION, AND INSTALLATION OF CERTAIN IMPROVEMENTS TO THE WATERWORKS SYSTEM OF THE CITY OF FRANKFORT, INDIANA. THE ISSUANCE OF REVENUE BONDS TO PROVIDE FOR THE COST THEREOF, THE COLLECTION, SEGREGATION AND DISTRIBUTION OF THE REVENUES OF SUCH SYSTEM, THE SAFEGUARDING OF THE INTEREST OF THE OWNERS OF SUCH REVENUE BONDS AND OTHER MATTERS CONNECTED THEREWITH, INCLUDING THE ISSUANCE OF NOTES IN ANTICIPATION OF SUCH BONDS, AND REPEALING ORDINANCES INCONSISTENT HEREWITH.

Councilmember Palmer made a motion to pass ordinance 20-19 on the third reading seconded by Councilmember Sheets.  Upon a roll call vote, six ayes were recorded.  Motion passed 6-0.

ORDINANCE 20-21: AN ORDINANCE RESTATING AND REESTABLISHING FEES FOR BUILDING PERMITS AND CERTIFICATES OF OCCUPANCY.

Councilmember Palmer made a motion to read ordinance 20-21 by title only seconded by Councilmember Woods.  Upon a roll call vote, six ayes were recorded.  Motion passed 6-0.

Director of Planning and Housing Initiatives Don Stock spoke to the council about changes to the ordinance with regard to swimming pools and rates.

Councilmember Palmer made a motion to pass ordinance 20-21 on the first reading seconded by Councilmember Brite.  Upon a roll call vote, six ayes were recorded.  Motion passed 6-0.

OLD BUSINESS:
None

NEW BUSINESS:
Police Chief Scott Shoemaker informed the council that they have received a signed accepted offer for $200,000 for land on State Road 28 East of Brock Grain.  They will need $100,000 at this time and the additional $100,000 by February 28, 2021.

The Council discussed the assignment of a utility service board member.  Councilmember Palmer made a motion to approve the assignment of Joe Root for another term seconded by Councilmember Fuller.  Upon a roll call vote, six ayes were recorded.  Motion passed 6-0.

Councilmember Sheets advised the council that the insurance committee is recommending that the insurance rates for the employees of the city of Frankfort not be increased next year.

ADJOURNMENT:   There being no further business to come before the Council, Councilmember Palmer moved to adjourn seconded by Councilmember Woods. Mayor Sheets adjourned the meeting at 7:18 PM.
