9/14/2020 City Council Meeting Minutes

COMMON COUNCIL
September 14, 2020

 The Common Council met in a regular meeting on September 14, 2020, at the Frankfort Community Public Library, 208 West Clinton Street, Frankfort, Indiana at 7:00 PM.

Mayor Judy Sheets called the meeting to order and led the assembly in the Pledge of Allegiance. Upon roll call, the following members were present: Mayor Judy Sheets, Brandt Fuller, Joe Palmer, Megan Sheets, Clarence Warthan, Steve Beardsley, and Eric Woods. Michael Brite was absent. Also present was Clerk-Treasurer Carol Bartley and City Attorney Les Bergum.

MINUTES:   The minutes for the August 24, 2020, regular meeting were presented. Councilmember Warthan moved the minutes be approved seconded by Councilmember Sheets. Upon roll call vote, five ayes and one abstention were recorded. Motion passed 5-0.

PUBLIC COMMENTS:  None

ORDINANCE 20-15: AN ORDINANCE FOR APPROPRIATIONS AND TAX RATES (2021 BUDGET).
Councilmember Woods made a motion to read ordinance 20-15 by title only seconded by Councilmember Palmer.  Upon roll call vote six ayes were recorded. Motion passed 6-0.

Councilmember Woods made a motion to pass ordinance 20-15 on the first reading seconded by M. Sheets.  Jerry Hickman addressed the council regarding the tax rate on the ordinance.  Upon a roll call vote six ayes were recorded. Motion passed 6-0.

The council will have a public hearing for this ordinance and second reading will be held October 12th.

ORDINANCE 20-16: AN ORDINANCE SETTING THE SALARIES AND HOURLY WAGES FOR EMPLOYEES OF THE CIVIL CITY OF FRANKFORT, INDIANA.

Councilmember Palmer made a motion to read ordinance 20-16 by title only seconded by Councilmember Fuller.  Upon roll call vote six ayes were recorded. Motion passed 6-0.

Councilmember Sheets noted that the budget includes a two percent pay increase for employees.  Councilmember Sheets made a motion to pass ordinance 20-16 on the first reading seconded by Councilmember Palmer. Upon roll call vote six ayes were recorded. Motion passed 6-0.

ORDINANCE 20-17: AN ORDINANCE ESTABLISHING THE SALARIES OF THE ELECTED OFFICIALS OF THE CITY OF FRANKFORT, INDIANA.

Councilmember Woods made a motion to read ordinance 20-17 by title only seconded by Councilmember Palmer.  Upon roll call vote six ayes were recorded. Motion passed 6-0.

Councilmember Fuller made a motion to pass ordinance 20-17 on the first reading seconded by Councilmember Sheets.  Upon roll call vote six ayes were recorded. Motion passed 6-0.

ORDINANCE 20-18: AN ORDINANCE AMENDING THE WASTEWATER ADMISSIBILITY STANDARDS.

Councilmember Beardsley made a motion to read ordinance 20-18 by title only seconded by Councilmember Warthan. Upon roll call vote six ayes were recorded.  Motion passed 6-0.

Mike Beck spoke to the council about the revisions to the water standards in the ordinance based on EPA recommendations.  Councilmember Woods made a motion to pass ordinance 20-18 on the first reading seconded by Councilmember Warthan.  Upon roll call vote six ayes were recorded. Motion passed 6-0.

ORDINANCE 20-19: AN ORDINANCE AUTHORIZING THE ACQUISITION, CONSTRUCTION AND INSTALLATION OF CERTAIN IMPROVEMENTS TO THE WATERWORKS SYSTEM OF THE CITY OF FRANKFORT, INDIANA, THE ISSUANCE OF REVENUE BONDS TO PROVIDE FOR THE COST THEREOF, THE COLLECTION, SEGREGATION AND DISTRIBUTION OF THE REVENUES OF SUCK SYSTEM, THE SAFEGUARDING OF THE INTERESTS OF THE OWNERS OF SUCH REVENUE BONDS AND OTHER MATTERS CONNECTED THEREWITH, INCLUDING THE ISSUANCE OF NOTES IN ANTICIPATION OF SUCH BONDS, AND REPEALING ORDINANCES INCONSISTENT HEREWITH.

Councilmember Palmer made a motion to read ordinance 20-19 by title only seconded by Councilmember Fuller.  Upon roll call vote six ayes were recorded. Motion passed 6-0.

Rich Starkey spoke to the council and informed them that the ordinance is for the State Revolving Fund for Construction Bonds.  The amount on the ordinance is $14,500,000.00 but should come in lower. The state will also have them make some changes that will be added and addressed at the next meeting.  Councilmember Woods made a motion to pass ordinance 20-19 on the first reading seconded by Councilmember Warthan. Upon roll call vote six ayes were recorded. Motion passed 6-0.

RESOLUTION 20-16: A RESOLUTION DIRECTING TRANSFER OF APPROPRIATED FUNDS

Carol Bartley addressed the council and informed them the resolution is to transfer funds from the HR travel expense line to the Clerk Treasurer Office supply line.  Councilmember Palmer made a motion to pass resolution 20-16 seconded by Councilmember Sheets. Upon roll call vote six ayes were recorded.  Motion passed 6-0.

NEW BUSINESS:
Parks Department Superintendent Bart Kraning addressed the council and updated them on the USDA practices for birds and poultry. He informed them that the USDA had visited and inspected the park’s animals. The USDA has made changes to the classifications for birds. Kraning noted that, due to the large number of exotic birds at the park, the cost and infrastructure required for them may need to be increased.

ADJOURNMENT:   There being no further business to come before the Council, Councilmember Palmer moved to adjourn seconded by Councilmember Woods. Mayor Sheets adjourned the meeting at 7:34 PM.
