8/24/2020 City Council Meeting Minutes

COMMON COUNCIL
August 24, 2020

 The Common Council met in a regular meeting on August 24, 2020, at the Frankfort Community Public Library, 208 West Clinton Street, Frankfort, Indiana at 7:00 PM.

Mayor Judy Sheets called the meeting to order and led the assembly in the Pledge of Allegiance. Upon roll call, the following members were present: Mayor Judy Sheets, Michael Brite, Brandt Fuller, Megan Sheets, Clarence Warthan, Steve Beardsley, and Eric Woods. Joe Palmer was absent. Also present was Clerk-Treasurer Carol Bartley and City Attorney Les Bergum.

MINUTES:   The minutes for the August 10, 2020, regular meeting were presented. Councilmember Beardsley moved the minutes be approved seconded by Councilmember Fuller. Upon roll call vote, six ayes were recorded. Motion passed 6-0.

PUBLIC COMMENTS:  None

Mayor Sheets called a recess at 7:01 PM to open a public hearing to discuss ordinance 20-13 to increase the water rates.  Todd Corrie spoke to the council and informed them that the rate increase total is comparable to other communities and cities in our area.  Other communities in our area are also increasing their water rates.

Mayor Sheets closed the public hearing at 7:03 and reopened the council meeting.

ORDINANCE 20-13: AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF FRANKFORT, INDIANA ESTABLISHING NEW WATER RATES AND CHARGES.

Councilmember Fuller made a motion to pass ordinance 20-13 on third and final reading as amended, seconded by Councilmember Brite. Upon roll call vote, six ayes were recorded. Motion passed 6-0. Water rate changes will be in effect by October 1, 2020.

OLD BUSINESS:

Street Department Superintendent Jason Forsythe presented the council with options for roundabout versus a stoplight at State Road 28 and County Road 200 W.  He has been speaking with Shane Spears at INDOT and discussed the pros and cons of either option. Councilmember Beardsley recommended speaking to the Clinton County Chamber of Commerce regarding the preference of local businesses in the industrial park.  Mr. Forsythe will check with the chamber and inform the council.  The council took the information under advisement and will decide at a later date.

The council reviewed the budget.  Councilmember Woods noted that the finance committee met and reduced the budget in several areas. Mayor Sheets asked council members to review the new numbers. If the council members agree with the budget as presented she will have Carol Bartley prepare the salary ordinance for the next council meeting.

Per Les Bergum, one appraiser has dropped out of the property appraisals for the police station locations.  The council has decided that it will not be an issue to proceed without them.

A position is open for appointment to the Utility Service Board.  The council will need to advertise and accept applications. Carol Bartley will prepare an advertisement for the next council meeting on September 14, 2020.

ADJOURNMENT:   There being no further business to come before the Council, Councilmember Woods moved to adjourn seconded by Councilmember Fuller. Mayor Sheets adjourned the meeting at 7:31 PM.
