6/22/2020 Board of Works Meeting Minutes

BOARD OF PUBLIC WORKS
June 22, 2020

The Board of Public Works and Safety met in a regular meeting on June 22, 2020, at 5 p.m. in the Council Chamber at 301 E Clinton Street, Frankfort, Indiana. The following action was taken:

Mayor Sheets called the meeting to order and led the assembly in the Pledge of Allegiance.  In attendance upon roll call were Mayor Judy Sheets and board members Greg Miller and Megan Sheets.  Also present were City Attorney Les Bergum, Clerk-Treasurer Carol Bartley, and others as noted in the minutes.

MINUTES

The minutes of the June 8, 2020, regular meeting were presented for approval. Sheets moved seconded by G. Miller to approve the minutes of the June 8, 2020, regular meeting as presented. Upon roll call vote three ayes were recorded. Motion carried 3-0.

PUBLIC COMMENT

None

POLICE

Deputy Chief Scott Shoemaker asked the board to ratify the hiring of Freddy Martinez as a new police officer with a start date to be determined in July.  M. Sheets moved to ratify pending approval from PERF seconded by G. Miller. Upon roll call vote three ayes were recorded.  Motion carried 3-0.

A special event permit for Thursday Night Thunder was submitted by the Chamber of Commerce for the 1st and 3rd Thursday of every month from now till October.  G. Miller moved to accept the permit M. Sheets seconded.  Upon a roll call vote, three ayes were recorded. Motion carried 3-0.

A special event permit was submitted by the Frankfort Unified Neighborhood group for a function on July 4th, 2020 from 1 to 6 pm. They are requesting a road closure for one block of South Street between 3rd and 4th Street.  Per Street Department Superintendent Jason Forsythe the houses that would be affected by the shutdown would still have rear access to their homes. M. Sheets made a motion to approve seconded by G. Miller. Upon roll call vote three ayes were recorded. Motion carried 3-0.

Deputy Chief Shoemaker asked the board to accept the promotion of several officers. Lt. Brady Sorrells and Lt. Cesar Munoz would be promoted to Captain effective July 1st, 2020. G. Miller moved seconded by M. Sheets. Upon roll call vote three ayes were recorded. Motion carried 3-0.

Sgt. Evan Hall and Sgt. Joshua Ruben would be promoted to Lieutenant effective July 1st, 2020.  M. Sheets moved seconded by G. Miller.  Upon roll call vote three ayes were recorded. Motion carried 3-0.

There has been no permit submitted for approval for the 4-H Fair Parade this year. Scott Shoemaker is going to reach out to the Fair president to confirm there will be a parade and ask them if they are planning on submitting a special event permit request.

Mayor Sheets announced that effective July 1st Deputy Chief Shoemaker will be appointed as Chief of Police.  The new Deputy Chief will be Jim Skinner also effective July 1st.

HUMAN RESOURCES

CITY ATTORNEY   

Les Bergum presented a contract with Remington Company LPA as outside counsel for special situations. The contract has been signed by the mayor and needs to be ratified.  M. Sheets moved to ratify seconded by G. Miller.  Upon a roll call vote, three ayes were recorded. Motion carried 3-0.

The bids for Dorner Park and John Redmond Park were reviewed, and per Les, we have 60 days to accept or reject the bids.  Perlee Construction did submit an additional estimate for the ADA ramp at Dorner Park.

G. Miller made a motion to accept the bid from Perlee Construction including the additional estimate for Dorner Park seconded by M. Sheets. Upon a roll call, three ayes were recorded. Motion carried 3-0.

G. Miller made a motion to accept the bid from Perlee Construction for John Redmond Park seconded by M. Sheets. Upon a roll call vote, three ayes were recorded. Motion carried 3-0.

Les will prepare a contract for Mayor Sheets to sign agreeing on the amount presented and accepted.  M. Sheets made a motion to make Mayor Sheets the sole signatory on the contract on behalf of the City seconded by G. Miller.  Upon a roll call vote, three ayes were recorded. Motion carried 3-0.

Director of Planning and Housing Initiatives Don Stock proposed that the board waive the permit fees for the Parks Department on the new construction. G. Miller made a motion to waive the permit fees seconded by M. Sheets.  Upon a roll call vote, three ayes were recorded. Motion carried 3-0.

FIRE

Fire Chief John Kirby asked the board to ratify the promotion of Scott Freeman to Lieutenant.  M. Sheets made a motion to ratify seconded by G. Miller.  Upon a roll call vote, three ayes were recorded. Motion carried 3-0.

CLAIMS APPROVAL

M. Sheets moved to accept the claims as presented. G. Miller seconded. Upon roll call vote three ayes were recorded. Motion carried 3-0.
