6/8/2020 City Council Meeting Minutes

COMMON COUNCIL
June 8, 2020

The Common Council met in a regular meeting on June 8, 2020, in the Frankfort Municipal Utilities IT Building at 1050 Washington Avenue, Frankfort, Indiana at 7:00 PM. The meeting was also presented and attended via GoToMeeting.

Mayor Judy Sheets called the meeting to order and led the assembly in the Pledge of Allegiance. Upon roll call, the following members were present either via GoToMeeting or in-person:   Mayor Judy Sheets, Steve Beardsley, Michael Brite, Brandt Fuller, Joe Palmer, Megan Sheets, Clarence Warthan and Eric Woods.  Also present was Clerk-Treasurer Carol Bartley and City Attorney Les Bergum.

MINUTES:   The minutes for the May 26th, 2020, regular meeting were presented. Councilmember Sheets made a correction to the minutes and moved the minutes be approved with correction seconded by Councilmember Brite. Upon roll call vote seven ayes were recorded. Motion passed.

PUBLIC COMMENTS:  None

ORDINANCE 20-11: AN ORDINANCE FOR ADDITIONAL APPROPRIATION OF GENERAL AND LIT ED FUNDS. Councilmember Palmer moved to read Ordinance 20-11 by title only. Councilmember Fuller seconded the motion. Upon roll call vote seven ayes were recorded. Motion passed 7-0.

Councilmember Sheets moved seconded by Councilmember Warthan to pass Ordinance 20-11 on first reading.  Upon roll call vote seven ayes were recorded.  Motion passed 7-0.

ORDINANCE 20-12: AN ORDINANCE AMENDING ORDINANCE NO. 19-14 SETTING SALARIES AND HOURLY WAGES FOR EMPLOYEES OF THE CIVIL CITY OF FRANKFORT, INDIANA
Councilmember Palmer moved to read Ordinance 20-12 by title only. Councilmember Sheets seconded. Upon roll call vote seven ayes were recorded.  Motion passed 7-0.

Councilmember Woods moved seconded by Councilmember Warthan to pass Ordinance 20-12 on the first reading.  Upon roll call vote seven ayes were recorded. Motion passed 7-0.

RESOLUTION 20-09: A RESOLUTION DIRECTING TRANSFER OF APPROPRIATED FUNDS

Councilmember Palmer moved seconded by Councilmember Fuller to pass Resolution 20-09. Upon roll call vote seven ayes were recorded. Motion passed 7-0.

RESOLUTION 20-10: A RESOLUTION DETERMINING COST AND EXPENSE OF PROPERTY CLEANUP TO BE CREDITED AGAINST PROPERTY TAXES AND AUTHORIZING REIMBURSEMENT FOR REAL ESTATE TAXES PAID BY APPLICATION BEFORE COMMENCEMENT OF ABATEMENT PERIOD.
Discussion regarding the abatement period and cleanup.  Councilmember Brite moved seconded by Councilmember Fuller to pass resolution 20-10.  Upon roll call vote seven ayes were recorded.  Motion passed 7-0.

RESOLUTION 20-08: A RESOLUTION APPROVING FORM OF NOTICE, PUBLICATION OF NOTICE AND SERVICE OF NOTICE OF PUBLIC INFORMATION MEETINGS REGARDING PROPOSED ANNEXATION
Discussion regarding notice mailed to all property owners in annexation area and working with the county on this.  Councilmember Palmer moved seconded by Councilmember Sheets to pass Resolution 20-08.  Upon roll call vote seven ayes were recorded.  Motion passed 7-0.

OLD BUSINESS:   None

NEW BUSINESS:  Jason Forsythe spoke to the council about the Washington Avenue Phase II project.  This year will be completely focused on utilities and removing any issues that may come up during construction.  There will be no roadwork this year.  Estimated completion time of April 2021.

The State Road 28 project will be broken down into three sections.  In 2020 they will be working on utilities, in 2021 they will be working West of Jackson Street and in 2022 they will be working East of Jackson Street. There will be further discussions about traffic flow in the future.

Mayor Sheets announced Old Stoney will be opening again soon. The department heads are working on the budgets for next year and getting them to Reedy.

ADJOURNMENT:   There being no further business to come before the Council, Councilmember Palmer moved to adjourn, and Councilmember Fuller seconded the motion. Mayor Sheets adjourned the meeting at 7:48 p.m.
