May 26, 2020
The Common Council met in a regular meeting on May 26, 2020, in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM. The meeting was also presented and attended via GoToMeeting.
Mayor Judy Sheets called the meeting to order and led the assembly in the Pledge of Allegiance. Upon roll call, the following members were present either via GoToMeeting or in-person: Mayor Judy Sheets, Steve Beardsley, Michael Brite, Brandt Fuller, Joe Palmer, Megan Sheets, and Eric Woods. Clarence Warthan was not present for the start of the meeting. Also present was Clerk-Treasurer Carol Bartley.
MINUTES: The minutes for the May 11, 2020, regular meeting were presented. Councilmember Woods moved seconded by Councilmember Fuller to approve the minutes for the May 11, 2020 meeting as presented. Upon roll call vote six “ayes” were recorded. Motion passed.
PUBLIC COMMENTS: Rick Gunyon of the USB was present. He discussed the closing of the Lagoons due to the COVID pandemic in March. There were many complaints from the City’s residents about the closing. The USB appointed him as the liaison to the community. He is seeking some grants and donations from the public to proactively manage the lagoons.
At 7:08 p.m. Councilmember Clarence Warthan joined the meeting.
Councilmember Palmer moved seconded by Councilmember M. Sheets to pass Ordinance 20-07 An Ordinance Amending the Water Rates to Establish System Development Charges for Users of City Water Within the I-65 Allocation Area on the third reading. Upon roll call vote seven ayes were recorded. Motion passed on third reading 7-0.
Councilmember Woods moved seconded by Councilmember Palmer to pass Ordinance 20-0 An Ordinance Amending the Sewer Charges to Establish System Development Charges for Users of City Wastewater Treatment Utility Within the I-65 Allocation Area on the second reading. Upon roll call vote seven ayes were recorded. Motion passed on the third reading 7-0.
OLD BUSINESS: None
NEW BUSINESS: Eric Woods asked if there was any direction on where the June 8th Council meeting would be held and the number of people allowed in the room. Mayor Sheets stated they can no longer have virtual meetings effective June 4, 2020, unless the State changes those guidelines. The Library, Neighborhood center, or the Frankfort Municipal Utilities IT building were suggested.
ADJOURNMENT: There being no further business to come before the Council, Councilmember Palmer moved to adjourn, and Councilmember Fuller seconded the motion. Mayor Sheets adjourned the meeting at 7:12 p.m.
