4/27/2020 – City Council Meeting Minutes

COMMON COUNCIL
April 27, 2020

The Common Council met in a regular meeting on April 27, 2020, in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM. The meeting was also presented and attended via GoToMeeting.

Mayor Judy Sheets called the meeting to order and led the assembly in the Pledge of Allegiance. Upon roll call, the following members were present either via GoToMeeting or in-person:   Mayor Judy Sheets, Eric Woods, Clarence Warthan, Brandt Fuller, Steve Beardsley, Michael Brite, Megan Sheets, and Joe Palmer. Also present was Clerk-Treasurer Carol Bartley.

MINUTES:   The minutes for the April 13, 2020, regular meeting were presented. Councilmember M. Sheets moved seconded by Councilmember Woods to approve the minutes for the April 13, 2020 meeting with the correction of one misspelling  Upon roll call vote seven “ayes” were recorded. Motion passed.

PUBLIC COMMENTS:    There were no public comments.

OLD BUSINESS:   Councilmember Beardsley wanted to discuss annexation.  Mayor Sheets stated she spoke with City Attorney Les Bergum and he is working on the waivers of remonstrance so he can get those to Attorney Nick Kile to move forward.  She is still working with Jerry Hickman on the financial plans for each department. Councilmember Beardsley stated he is interested in getting with the departments to put together those plans.  Mayor Sheets stated she would send him the ones she has received but there is still too much expense included in them. She is intending to get meet with the department heads to go over their plans and revise them. Council President Woods stated he has spoken to Council member Beardsley about this. The annexation committee would like to extend whatever resources they can to the Mayor and the department heads so they can help give some financial direction.  Mayor Sheets stated she would get together with the annexation committee next week and set up some meeting times with one department heads one at a time.

NEW BUSINESS:

CF-1’s were presented to the Council for the following:

  • TCG Property Group
  • Richey and Son, Inc.
  • Ellipsis Frankfort Medical Office LLC
  • Backstep Brewing Co. LLC
  • Pennington Holdings. LLC
  • LOL, LLC (3)
  • Coomer and Sons Sawmill, Inc.
  • NHK Seating of America, Inc. (4)
  •  Fontana Fasteners, Inc. (2)
  • Centurion Solutions LLC
  • Cherukuri Inc. & Frankfort Plastics Inc.
  • NTK Precision Axle Corporation (2)
  • Reichert Investments
  • Archer Daniels Midland
  • Iron Men Properties of Frankfort, LLC

Council President Woods stated the finance committee speaks with these companies along with local attorney Jay Moore, who represents the majority when they request abatements. Mr. Moore provided the committee with all the CF-1’s ahead of time to make sure all the relevant information was there to make a decision to approve them. Mr. Woods stated that the current COVID-19 situation will factor in some of the development projects. He stated the finance committee sees no major compliance issues and they are willing to give waivers on any of the small concerns they may have had with the number of employees being hired and project totals.  The recommendation of the finance committee to the Council would be to approve all fifteen companies CF-1’s as being in compliance.  Mr. Woods stated the committee would like to see this process be more streamlined in the future by adding additional narrative and keeping better track by possibly attaching a schedule to each form,

Councilmember Palmer moved seconded by Councilmember Brite to approve all fifteen companies CF-1’s, for a total of 22 forms, as presented.  Upon roll call vote seven ayes were recorded.  Motion passed 7-0.

GOLF COURSE – Mayor Sheets stated there should be a Council member on the golf course committee. There are going to be two openings. She is looking for a volunteer for this committee. Councilmember Fuller stated he would like to be on that committee. Also, Council President Woods stated he would be an alternate. These were accepted by consensus.  Councilmember Beardsley wondered if there could be two Council members on the committee.  President Woods didn’t see why not.  It was decided that both Brandt Fuller and Eric Woods would be on the golf committee.

ADJOURNMENT:   There being no further business to come before the Council, Councilmember Palmer moved to adjourn and Council member Warthan seconded the motion. Mayor Sheets adjourned the meeting at 7:17 p.m.
