12/11/2019 Board of Works Meeting Minutes

BOARD OF PUBLIC WORKS
December 11, 2019

The Board of Public Works and Safety met in a regular meeting on Wednesday, December 11, 2019, at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana.  The following action was taken:

Mayor McBarnes called the meeting to order and led the assembly in the Pledge of Allegiance.  Ken Estes then prayed.  Mayor McBarnes, Ken Estes, Jim Siegfried, Troy Bacon, Sam Payne, Jason Forsythe, Travis Sheets, Annie Bacon, Jack Dodd, Judy Sheets, and Barb Conner were present.

MINUTES:  The minutes of November 6 and November 27, 2019 meetings were presented.  Jim Siegfried made the motion to approve the minutes for November 6, and November 27, 2019.  Ken Estes seconded the motion. The motion passed 3-0.

PUBLIC COMMENT:   None

FIRE DEPARTMENT: John Kirby, Fire Chief, said they have been working on hiring a new Lieutenant.  It has been a 5 week process.  The candidates have had to take a Leadership class, a written exam with 150 questions, and interviews.  Chief Kirby said they had 6 go through the process.  He said he would like to promote Ryan Weaver to a Lieutenant.  He said he is a firefighter, EMT, Ice rescue, a reserve police officer.

Chief Kirby said he would like to ratify his positions as a Lieutenant.  Mayor McBarnes congratulated Ryan on his promotion.  He said he was happy to support it.  Ken Estes made the motion to ratify Ryan Weaver as Lieutenant.  Jim Siegfried seconded the motion.  Motion passed 3-0.  Chief Kirby said that he would like to ratify Enis Becirevic from Probationary to fire fighter.  He has passed his hazmat technician.  Jim Siegfried made the motion to remove Enis Becirevic from Probationary to Fire fighter.  Ken Estes seconded the motion.  Motion passed 3-0.  Chief Kirby brought Dylan Henady before the Board.  He said he has met all of the qualifications to become his newest firefighter.  He would like to start him on December 14th.  Mayor McBarnes congratulated Dylan.  Ken Estes made the motion to accept Dylan Henady and allow him to start on December 14th.  Jim Siegfried seconded the motion.  Motion passed 3-0. Mayor McBarnes performed the swearing in for Dylan Henady.  Ed Cripe presented the first fire helmet. The BOW meeting was recessed at 2:20.  The meeting was reopened at 2:25.  Chief Kirby said he would like to ratify the opening of the Baby box.  It was opened up after the Blessing.  Jim Siegfried made the motion to ratify the opening of the Baby box.  Ken Estes seconded the motion.  Motion passed 3-0.  Chief Kirby stated that they are getting a lot of calls for smoke detectors.

BUILDING INSPECTOR: Sam Payne, reported that the Director of Property Maintenance has resigned as of 12-20-19.  He also said that he would be retiring in March.  Mayor McBarnes told Sam that they would accept his retirement at the end of December.   Sam stated that they are looking at the job description for Kevin’s position.

POLICE DEPARTMENT: Troy Bacon, Police Chief, reported that Mayor McBarnes and Clarence Warthan met with him about the downtown parking.  Chief Bacon also spoke at the Council meeting about looking at some equipment for the downtown parking.  He said they needed this device.  He said that he has a record of intent to make a special purchase.  He said he would transfer from LIT Bond to 249001362.000.  Mayor McBarnes said he thinks it is a step forward.  Councilman Joe Palmer said he supports the overall plan.  Jim Siegfried made the motion to approve the special purchase.  Ken Estes seconded the motion.  Motion passed 3-0.  Chief Bacon said this year they Code Enforcers have had 491 tickets, 1196 warnings, 73 notices served and 64 liens.  He said they are cleaning up the City.  There was only 1 bid for the truck.  The bid was from Steven Myers for $2,731.00.  Ken Estes made the motion to accept the bid.  Jim Siegfried seconded the motion.  Motion passed 3-0.

STREET DEPARTMENT:  Jason Forsythe, Street Superintendent, reported that the leaf collection would hopefully be done on Friday or the first of the week.  Jason said he had 4 vendors for clothing allowance that he would like to have approved.  The vendors are Rural King, Graphics Guardian, On Site and Red Wing Shoes.  Ken Estes made the motion to approve the 4 vendors for the Street Dept.  Jim Siegfried seconded the motion.  Motion passed 3-0.  Mayor McBarnes said the RFP’s for Washington Ave. Phase 2 are due at 3:30, but he and Les will have to leave for another meeting.

PARKS DEPARTMENT: Travis Sheets, Park Superintendent, reported that he would like to use the same 4 vendors that the Street Dept. is going to use plus he wanted to add Cintas.  Jim Siegfried made the motion to accept the Parks Department vendors.  Ken Estes seconded the motion.  Motion passed 3-0.  Travis said he would recommend to the Board to accept the bid from Larry Perlee for the Third Street park restrooms.  Ken Estes made the motion to remove the Third St. Park restrooms from the table.  Jim Siegfried seconded the motion.  Motion passed 3-0.  Jim Siegfried made the motion to approve the bid from Larry Perlee.  Ken Estes seconded the motion.  Motion passed 3-0.

HUMAN RESOURCES:  Jack Dodd said he had the holiday schedule for 2020 that needed to be approved.  Ken Estes made the motion to approve the 2020 holiday schedule.  Jim Siegfried seconded the motion.  Motion passed 3-0.

ATTORNEY:  Les Bergum, Attorney, reported that the Redevelopment Authority had claims that were approved by them and needed to be approved by the board.  Claim #52 for $1440.00, claim #53 for $6,534.90 and claim #54 for $261,278.60.  Jim Siegfried made the motion to approve the claims.  Ken Estes seconded the motion.  Motion passed 3-0.

CLAIMS:  Claims were presented.  Ken Estes made the motion to approve the claims as presented.   Jim Siegfried seconded the motion.  Motion passed 3-0.

NEW BUSINESS:  None.

The Board of Works meeting was recessed at 2:52.

Ken Estes reopened the Board of Works meeting at 3:35.  Mayor McBarnes and Les Bergum were absent.  The Washington Ave Phase 2 bids were opened.  The bids were from American Structurepoint, Ettica Group, and Shrewsberry.  Jim Siegfried made the motion to take the 3 bids under advisement.  Ken Estes seconded the motion.  Motion passed.

ADJOURNMENT: There being no further business to come before the board Ken Estes adjourned the meeting.
