The Board of Public Works and Safety met in a regular meeting on Wednesday, August 14, 2019 at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana. The following action was taken:
Mayor McBarnes called the meeting to order and led the assembly in the Pledge of Allegiance. Judy Sheets then prayed. Mayor McBarnes, Ken Estes, Jim Siegfried, Troy Bacon, John Kirby, Jason Forsythe, Kevin Evans, Travis Sheets, Les Bergum, Judy Sheets and Barb Conner were present. Sam Payne was absent.
MINUTES: The minutes of the July 24, 2019 regular meeting were presented. Jim Siegfried made the motion to approve the minutes from July 24, 2019. Ken Estes seconded the motion. Motion passed 2-0.
PUBLIC COMMENT: None
COMMUNITY DEVELOPMENT DIRECTOR: Annie Bacon said she was working with Susan and Sam with a volunteer form for neighbors helping neighbors. Annie said she is working with Les on a Prairie Creek Park usage agreement for alcohol for special events. She also said she would be doing a special events press release today. Annie said that she had 11 hours in comp time accrued for the Hot Dog Festival. Ken Estes made the motion to approve Annie’s comp time of 11 hours. Jim Siegfried seconded the motion. Motion passed 3-0.
POLICE DEPARTMENT: Troy Bacon, Police Chief, said they just had the National Night Out. He said he would like to thank Colleen, Charity, Goodwin’s Funeral Home, Center Twp. Trustee, Sheriff’s Dept. and the State Police for their help. Chief Bacon said David Sanders with Connecting Point Church had a special event on August 10th and he would like to ratify it. Jim Siegfried made the motion to ratify the Special event for Connecting Point Church. Ken Estes seconded the motion. Motion passed 3-0. He said that David Sanders didn’t know about the special events permit. Chief Bacon said there was a press release going out. He also said that the Code Enforcers since January 1st have had 939 calls, 305 tickets and have given 746 warnings. He would like to thank them and Jim Skinner.
FIRE DEPARTMENT: John Kirby, Fire Chief, reported that he hasn’t received the landscaping quotes back. He said that he had sent them to Dustin Phillips, Hardesty and Bales. He stated that he put in $50,000.00 for bathrooms for next year. Chief Kirby said he received 2 quotes. ARC quoted $43,310.00 and Normage Design quoted $49.000.00. He reported that he had 1 comp time approval for Ed Cripe for the July 30th fire at Werner & Son. Jim Siegfried made the motion to approve the comp time for Ed Cripe. Ken Estes seconded the motion. Motion passed 3-0. Chief Kirby stated that Russell Sheets will be taking over as EMS instructor. He has to be nationally certified. He said there is a weekend course in Ames, Iowa that he wants to send him to. He said that Matt didn’t have to get the national certification, because he was grandfathered in. The course will cost $395.00 and the room will be $100.00 per night. There was discussion.
STREET DEPARTMENT, Jason Forsythe, Street Superintendent, reported that the 4 quadrant signs are being put up. Jason gave an update on Chris Herron, saying he would be here on Feb. 27th at 9:00 to give a program to the area High School students. He said that Center Twp offered to help. Jason mentioned that the Optimist wanted him to speak. He also said that by next week they will have raised $6,500.00. Jason stated that Don, Superintendent of Frankfort High School, called and Case Arena would be available.
BUILDING INSPECTOR, Kevin Evans, Director of Housing Initiative and Property Maintenance, reported that there have been 222 write-ups for property maintenance. He also said that he has comp time for himself that needs to be approved. He had an HPC meeting and stayed for the City Plan Commission. Ken Estes made the motion to approve the comp time for Kevin Evans. Jim Siegfried seconded the motion. Motion passed 3-0.
PARKS DEPARTMENT: Travis Sheets, Park Superintendent, said he needed to have 3 hours comp time approved for Joe Ruch. He also said that he had 80 hours of comp time that needed to be approved. Jim Siegfried made the motion to approve the comp time for Joe and Travis. Ken Estes seconded the motion. Motion passed 3-0. Travis also reported that he has 3 birds he would like to sell. He said they are angry birds and not compatible with the others. They are a Blue and Gold McCall, a Green Wing McCall, and a Parrott. Ken Estes made the motion to approve the selling of the 3 birds. Jim Siegfried seconded the motion. Motion passed 3-0.
HUMAN RESOURCES: Jack Dodd stated the Associates Health Clinic will have an Open House next week. If you haven’t been there it will be a chance to go and see it. He said that he has 15.5 hours comp time for Troy Bacon. Jim Siegfried made the motion to approve the comp time for Troy Bacon. Ken Estes seconded the motion. Motion passed 3-0.
ATTORNEY: Les Bergum, Attorney, said he had an interlocal agreement for paving work. This will be a grant that will be paid to the City and then the City will pay it to Donaldson’s. Les said he is in the process of finishing it up. Mayor McBarnes said there will have to be a grant fund created. Ken Estes made the motion to approve the agreement depending on Attorney General’s approval. Jim Siegfried seconded the motion. Motion passed 3-0. Les reported that Annie has been working on Residential tax abatements. He said they would go before the Council. He stated that 608 N. Columbia will be going before the Hearing Authority and possibly being demolished.
UNFINISHED BUSINESS: Jim Siegfried reported that the meeting went well with MJV. He said they were looking at carpet that had been cleaned. Jim said if it had been cleaned 2 times and didn’t clean up well it would be replaced.
NEW BUSINESS: None
CLAIMS: Claims were presented. Ken Estes made the motion to approve the claims as presented. Jim Siegfried seconded the motion. Motion passed.
