7/24/2019 Board of Public Works Meeting Minutes

The Board of Public Works and Safety met in a regular meeting on Wednesday, July 24, 2019 at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana.  The following action was taken:

Ken Estes called the meeting to order and led the assembly in the Pledge of Allegiance.  Jack Dodd then prayed.  Ken Estes, Jim Siegfried, Troy Bacon, John Kirby, Jason Forsythe, Sam Payne, Travis Sheets,  Les Bergum and Barb Conner were present.  Mayor McBarnes and Judy Sheets were absent.

MINUTES:  The minutes of the July 10, 2019 regular meeting were presented.  Jim Siegfried made the motion to approve the minutes from July 10, 2019.  Ken Estes seconded the motion.  Motion passed 2-0.

PUBLIC COMMENT:    Ron Stockberger spoke about the Parks.  He said it bothers him how fast the cars drive by East Side Park.  He said he would like to see speed bumps at the parks.  Ron said it only takes 1 to hit someone.  He says he will push hard for this.

ATTORNEY:  Les Bergum, Attorney, said he had Resolution 19-12.

RESOLUTION 19-12: A RESOLUTION REGARDING SALE OF PROPERTY KNOWN AS 710 S. SECOND STREET, FRANKFORT, INDIANA.   Jim Siegfried made the motion to accept Resolution 19-12.  Ken Estes seconded the motion.  Motion passed 2-0.  Les mentioned that they would be sending out invitation for bids for Travis.

POLICE DEPARTMENT:  Troy Bacon, Police Chief, reported that they were prepared for the Hot Dog Festival. He said that they would use community engagement to get the road closure information out.

FIRE DEPARTMENT:   John Kirby, Fire Chief, stated that they would be washing down the streets and sidewalks around 10:00 p.m. to prepare for the Hot Dog Festival.  He also said they would be filling the dog pool.  Chief Kirby said he received quotes on Air pacts and he needed it ratified.  He said 5 Alarms price would be $2,367.89 and RA Comm would be $710.00 for a total price of $3,077.89.  He would pay for them out of LIT Radios.  Jim Siegfried made the motion to ratify the purchase of the radios.  Ken Estes seconded the motion.  Motion passed 2-0.  Chief Kirby said they were preparing for the Baby Box.  He said Center Twp. will pay $10,000.00 for the initial fee and $200.00 a year fee.  The construction fee will be $1200.00 and he wants to pay that out of Building Maintenance.  Jim Siegfried made the motion to approve the construction fee.  Ken Estes seconded the motion.  Motion passed 2-0. Chief Kirby also said they would be having a hiring pool from August 6th to September 6th.  He mentioned that last time, they only had 20 applicants.

STREET DEPARTMENT, Jason Forsythe, Street Superintendent, reported that Don Henderson asked to have the alley between the Masonic Lodge and the Center Twp building closed for a fish fry.  Jim Siegfried made the motion to allow the closing of the alley.  Ken Estes seconded the motion.  Motion passed 2-0.  He stated that they have recycled 571,239 pounds, which is down from last year.  Jason said he has the spots filled for picking up trash at the Hot Dog Festival.  Jason also said that he would like to have Chris Herren come and give a presentation to all of the area high school students.  He said Chris talks about peer pressure, bullying and heroin addiction.  It would be 9th grade through Seniors.  Jason also said that Friday is the school safety meeting.  Ken Estes thanked Jason for caring for the kids and trying to organize Chris Herren to come here.

BUILDING INSPECTOR, Sam Payne, stated that there was a City Plan meeting on July 31st.  He said that the group from the medical building would be there.  They are wanting to build a 48 unit Senior Living Facility.  They are needing to get it rezoned from R to D (residential to multi-family).  Sam said there is a BZA meeting tonight at 5:30.  He said they would be working on the 28 E. overlay because of a car wash.  Sam also said that Kevin Catron would be checking the fire alarms at the EMS building. He mentioned that the new Yamato will be opening at 4:30 today.

PARKS DEPARTMENT:  Travis Sheets, Park Superintendent, said he would be busy with the Hot Dog Festival.  He said there should be a good turnout this year.  It was also mentioned that there would be chairs available to rent for the concerts or you could bring your own.

HUMAN RESOURCES:  Jack Dodd said that the Wellness exams will be from August 1 to October 15.  Jack also mentioned that there was a new part-time Court Clerk in the Clerk-Treasurer’s office.

UNFINISHED BUSINESS:   None

NEW BUSINESS:  There was a conflict of interest from John Hinshaw brought before the board.  Jim Siegfried made the motion to approve the conflict of interest.  Ken Estes seconded the motion.  Motion passed 2-0.

CLAIMS:  Claims were presented.  Jim Siegfried made the motion to approve the claims as presented.   Ken Estes seconded the motion.  Motion passed 2-0.

ADJOURNMENT: There being no further business to come before the board Ken Estes adjourned the meeting.
