Common Council Meeting Minutes – June 10, 2019

The Common Council met in a regular meeting on June 10, 2019 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM.

Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance.   Clarence Warthan then prayed. Upon roll call the following members were present:   Jim Moyer, Eric Woods, Clarence Warthan, Steve Beardsley, and Joe Palmer.  Also present: Judith Sheets, Clerk-Treasurer and Les Bergum, City Attorney.  Absent:  Lewis Wheeler and David Hussey.

MINUTES:   The minutes for the May 28, 2019 regular meeting were presented.  Joe Palmer made the motion to approve the minutes from the May 28, 2019 regular meeting.    Clarence Warthan seconded the motion.  Upon roll call vote five “ayes” were recorded.   Motion passed.

 PUBLIC COMMENTS:   There were no public comments.

ORDINANCE 19-07 (Revised):    AN ORDINANCE AMENDING ZONING MAP.   Clarence Warthan made a motion to pass Ordinance 19-07 as revised on the Third Reading.  Joe Palmer seconded the motion.   Upon roll call vote five “ayes” were recorded.  Ordinance 19-07 passed on the Third Reading.

ORDINANCE 18-08:   AN ORDINANCE AMNDING AND RESTATING 90.15 AND REPEALING 90.17 AND 90.18 OF THE MUNICIPAL CODE REGARDING ANIMAL VACCINATION REQUIREMENTS.   Steve Beardsley made a motion to pass Ordinance 18-08 on the Second Reading.  Clarence Warthan seconded the motion.  Upon roll call vote four “ayes” – Eric Woods, Joe Palmer, Clarence Warthan, Steve Beardsley and one “nay” – Jim Moyer were recorded.   Ordinance 18-08 passed on the second reading.

OLD BUSINESS:   Mayor McBarnes stated that he would be meeting with Reedy Financial, the Clerk-Treasurer and the Department Heads on Thursday concerning the 2020 Budget.

Mayor McBarnes stated that the Community Foundation had donated $250,000 for the Aquatic Center and he thanked them for the donation.

Eric Woods stated that he would like a place holder in the budget for enhancing the communications in the Council Chambers.

Mayor McBarnes stated that he did not expect the numbers to be good for the golf course.  Mayor McBarnes stated that we need to figure out how to pass the torch in a good way.  Mayor McBarnes stated that he will leave it in EDIT but that is for discussion sake.

NEW BUSINESS:    Mayor McBarnes stated that the 5K for Rob Bales is coming up in July.

Judy Sheets stated that she had received the information for the AIM Ideas Summit in French Lick on August 27-29, 2019 and asked the Council members to contact the Clerk-Treasurer’s office as soon as possible so reservations can be made.

Les Bergum stated that the Hearing Authority met last week and that they are proceeding to demolish a couple of properties.  Mayor McBarnes stated that the back taxes on the two properties are $67,000 and $55,000.

ADJOURNMENT:   There being no further business to come before the Council, Jim Moyer made a motion to adjourn.    Joe Palmer seconded the motion.  Mayor McBarnes adjourned the meeting.
