The Board of Public Works and Safety met in a regular meeting on Wednesday, April 24, 2019 at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana. The following action was taken:
Mayor McBarnes called the meeting to order and led the assembly in the Pledge of Allegiance. Jim Siegfried then prayed. Ken Estes, Jim Siegfried, John Kirby, Jason Forsythe, Troy Bacon, Travis Sheets, Sam Payne, Annie Bacon, Jack Dodd, Kevin Evans, Les Bergum, Judy Sheets and Barb Conner were present.
MINUTES: The minutes of the April 10, 2019 regular meeting were presented. Jim Siegfried made the motion to approve the minutes from March 27, 2019. Ken Estes seconded the motion. Motion passed 3-0.
PUBLIC COMMENT: None
ATTORNEY: Les Bergum stated there were 2 sets of paving bids to open. The first bid was for the West Lot. The only bid received was from Crenshaw Paving. The bid was for $42,500.00. Street Superintendent, Jason Forsythe said he had $40,000.00 budgeted. Mayor McBarnes recommended not tabling it. Ken Estes made the motion to accept the bid from Crenshaw Paving. Jim Siegfried seconded the motion. Motion passed with 3 ayes. The S. Columbia St. paving had 2 bids that were received. Les Bergum opened the S. Columbia St. bids. Reith Riley’s bid was for $147,300.00. He opened a bid from Milestone. Their bid was for $149,645.00. Mayor McBarnes suggested tabling the 2 bids until the next BOW meeting. Jim Siegfried made the motion to table the bids until the next BOW meeting. Ken Estes seconded the motion. Motion passed with 3 ayes. Les opened a sidewalk bid from Jim Michael Construction. His bid was:
Residential sidewalks $7.50 per sq. ft.
Curb and sidewalk Additional $3.00 per sq. ft.
Install wheelchair ramp and truncated dome $10.00 per sq. ft.
Removal of trees, stumps, roots and other vegtetation Varies per job
More than 3” fill materials will be placed $15.00 per ton
Cure and seal applied upon request .50 per linear foot
Saw Cuts 5.00 per linear foot
Mayor McBarnes said it would be nice to compare the bid with last years’ bid. Les brought before the board the claims that have been approved by the Redevelopment Authority. Claim #27 for $3,549.88 from Fink Roberts & Petrie, Claim # 28 for $ 554,013.40 from MacDougall Pierce. Claim # 29 for $25,000.00 from Ridenour. Claim # 30 for $8,190.00 from Rundell Ernstberger Associates, Inc. Jim Siegfried made the motion to approve the RDA claims as presented. Ken Estes seconded the motion. Motion passed with 3 ayes.
HUMAN RESOURCES: Jack Dodd, HR Director, Nothing
PARK: Travis Sheets, Park Superintendent, stated that Connecting Point Church would like to make Green St. Park a project for them. Ken Estes made the motion to accept Connecting Point Church making “Green St. Park a project. Jim Siegfried seconded the motion. Motion passed with 3 ayes. Travis said that Tracy Eldridge is interested in the TPA Park concession. They ran the concession with Harvest Chapel Church at Christmas. Travis also said he would like to have his summer help approved. Leann Kelley and Gilberto Herrero are the 2 he is wanting to hire. Ken Estes made the motion to accept the summer help. Jim Siegfried seconded the motion. Motion passed 3 ayes.
STREET DEPARTMENT: Jason Forsythe, Street Superintendent, stated that he had a change order for Washington Ave. He said it is for $0. He also said he had a new fixed asset. Jason said that he received quotes for a Lawn mower with 60” decks and suspension seats. They are as follows:
Phoenix Lawn & Garden $7,509.00
John Deere 8,100.00
A & J Lawn Equipment 8,927.28
Jason said that he would like to go with Phoenix Lawn & Garden. Jim Siegfried made the motion to accept the bid from Phoenix Lawn & Garden. Ken Estes seconded the motion. Motion passed with 3 ayes. Jason said he would be paying for it out of MVH Equipment. Jason said he had a new fixed asset for a trash truck. Ken Estes made the motion to accept the fixed asset. Jim Siegfried seconded the motion. Motion passed with 3 ayes. Jason reported that they were going to start paving St. Mary’s Ave. on Friday.
FIRE DEPARTMENT: Fire Chief, John Kirby stated that he had gotten 3 quotes for coated Y fittings. It will maximize the hydrants for the guys. They will set the hydrant up and tie into this Y. MES was $3,000.00 cheaper. Their quote was $9,200.00. A quote from Hoosier Fire Equipment was $12,561.25 and a quote from 5 Alarm was $12,305.00. Chief Kirby said he would recommend MES. He talked with Union Twp. and they are going to give the Department $1,000.00 and Center Twp. will give them $1500.00. He said the other 2 Townships didn’t have any funds available. Chief Kirby said he would take it out of 101006431.011 and he didn’t want them to approve any more than $6,700.00. Mayor McBarnes asked him about taking it out of LIT. There was some discussion. Chief Kirby said he could take it from 249001451.000. Jim Siegfried made the motion to approve the purchase from MES. Ken Estes seconded the motion. Motion passed with 3 ayes.
BUILDING INSPECTOR,, Sam Payne, Building Inspector, reported that Michael Construction was $7.00 sq. ft. last year. This year he would charge $7.50 sq.ft. Jim Siegfried made the motion to accept the bid from Michael Construction. Ken Estes seconded the motion. Motion passed with 3 ayes.
COMMUNITY DEVELOPMENT DIRECTOR: Annie Bacon, reported that the City of Frankfort message center is up. The number is 659-6781 or firstname.lastname@example.org.

CLAIMS: Claims were presented. Ken Estes made a motion to approve the claims as presented. Jim Siegfried seconded the motion. Motion passed 3-0.
