Common Council Meeting Minutes – March 25, 2019

The Common Council met in a regular meeting on March 25, 2018 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM.

Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance.   Clarence Warthan then prayed. Upon roll call the following members were present:   Jim Moyer, Clarence Warthan, Steve Beardsley, Joe Palmer, David Hussey and Lewis Wheeler.  Also present: Judith Sheets, Clerk-Treasurer and Les Bergum, City Attorney.  Absent: Eric Woods.

MINUTES:   The minutes for the March 11, 2019 regular meeting were presented.  Clarence Warthan made the motion to approve the minutes from the March 11, 2019 regular meeting.   Jim Moyer seconded the motion.  Upon roll call vote six “ayes” were recorded.   Motion passed.

PUBLIC COMMENTS:   There were no Public Comments.

ORDINANCE 19-03:   AN ORDINANCE VACATING A PORTION OF OAK STREET AND AN ALLEY.   Steve Beardsley made a motion to pass Ordinance 19-03 on the Third Reading.  David Hussey seconded the motion.  Upon roll call vote six “ayes” were recorded.   Ordinance 19-03 passed on the Third Reading.  Kelly Braverman, President, Indiana University Health Frankfort thanked the Council for helping this to come to fruition.

ORDINANCE 19-04:   AN ORDINANCE AMENDING AND RESTATING ORDINANCE NO. 19-01; SETTING THE SALARIES AND HOURLY WAGES FOR EMPLOYEES OF THE CIVIL CITY OF FRANKFORT, INDIANA.  Clarence Warthan made a motion to pass Ordinance 19-04 on the Third Reading.  Joe Palmer seconded the motion.   Upon roll call vote six “ayes” were recorded.  Ordinance 19-04 passed on the Third Reading.

OLD BUSINESS:    Pool Contract Services.    Mayor McBarnes stated that the Council had suggested using the Pool Contract Services line item for the engineering and design for the new pool that HWC Engineering will be doing.  Steve Beardsley made a motion to approve the using of Contract Services in the pool budget for the engineering and design for the TPA Park Pool.  Jim Moyer seconded the motion.  Upon roll call vote six “ayes” were recorded.  Motion passed.

NEW BUSINESS:    CF-1 Reichert Investment LLC, Bankable Building.   Chris Reichert asked the Council to approve the CF-1 for the Bankable Building at 407 North Main Street.  Steve Beardsley asked Chris to tell them about the building.   Chris stated that they had made improvements to the HVAC, electrical, and plumbing.  Chris stated that Guardian Graphics and Stellar Creations are in the building.   Joe Palmer made a motion to accept the CF-1 for the Bankable Building at 407 North Main Street.  Steve Beardsley seconded the motion.   Upon roll call vote six “ayes” were recorded.   Motion passed.

Mayor McBarnes introduced Tristen Ferguson who is an Eagle Scout.  Mayor McBarnes stated that he and Travis Sheets had met with Tristen.  Tristen talked about his projects at the Parks and thanked everyone for their support.

ADJOURNMENT:   There being no further business to come before the Council, Jim Moyer made a motion to adjourn.    David Hussey seconded the motion.  Mayor McBarnes adjourned the meeting.
