Common Council Meeting Minutes – February 25, 2019

The Common Council met in a regular meeting on February 25, 2018 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM.

Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance.   David Hussey then prayed. Upon roll call the following members were present:   Jim Moyer, Eric Woods, Clarence Warthan, Steve Beardsley, Joe Palmer, David Hussey and Lewis Wheeler.  Also present: Judith Sheets, Clerk-Treasurer and Les Bergum, City Attorney.

MINUTES: The minutes for the February 11, 2019 regular meeting were presented.  Clarence Warthan made the motion to approve the minutes from the February 11, 2019 regular meeting.    David Hussey seconded the motion.  Upon roll call vote seven “ayes” were recorded.   Motion passed.

PUBLIC COMMENTS:   There were no Public Comments.

RESOLUTION 19-05:   A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF FRANKFORT, INDIANA APPROVING ECONOMIC DEVELOPMENT PROJECT AGREEMENT.  Mayor McBarnes introduced Haley Johnson, Kelly Braverman, and Pat Cross from IU Health.  Kelly presented a PowerPoint showing the new hospital, helipad, ambulance bay, different entrances and explained the inside design.   Discussion followed.  Pat stated that they had concluded all negotiations with the County.  Pat stated that they had enjoyed working with Les Bergum, the utilities, and the Mayor.

Pat gave a briefing on the vacating of Oak Street and Hackett Street.  Pat stated that they had been working with Todd Corrie, the Utility Service Board, and Alicia Albertson.

ORDINANCE 19-03:   AN ORDINANCE VACATING A PORTION OF OAK STREET AND AN ALLEY.  Joe Palmer made a motion to read Ordinance 19-03 by title only.  Clarence Warthan seconded the motion.  Upon roll call vote seven “ayes” were recorded.  Motion passed.  Ordinance 19-03 was read by title only.  Eric Woods made a motion to pass Ordinance 19-03 on the First Reading.  David Hussey seconded the motion.  Upon roll call vote seven “ayes” were recorded.  Ordinance 19-03 passed on the First Reading.  Les Bergum stated that there will be a public hearing the first council meeting in March.  Pat Cross presented information on the two abutting properties.

RESOLUTION 19-06:   A RESOLUTION DIRECTING TRANSFER OF APPROPRIATED FUNDS.  Judy Sheets, Clerk-Treasurer and Jack Dodd, HR Director talked about the transfer of the funds and the changes of the duties and responsibilities being made to the job description of the Chief Deputy Administrator/Accts Receivable.    Eric Woods made a motion to pass Resolution 19-06.  Steve Beardsley seconded the motion.  Upon roll call vote seven “ayes” were recorded.  Resolution 19-06 passed.

ORDINANCE 19-04:   AN ORDINANCE AMENDING AND RESTATING ORDINANCE NO. 19-01; SETTING THE SALARIES AND HOURLY WAGES FOR EMPLOYEES OF THE CIVIL CITY OF FRANKFORT, INDIANA.   Eric Woods made a motion to read Ordinance 19-04 by title only.  Clarence Warthan seconded the motion.  Upon roll call vote seven “ayes” were recorded.  Motion passed.  Ordinance 19-04 was read by title only.   Mayor McBarnes stated that he was asking for a change of title to Director of Housing Initiatives and Property Maintenance.  Mayor McBarnes stated that housing is a major issue and that they would be adding to the job description to add Land Bank Development, Senior Housing assistance and focusing on initiatives and property maintenance.  Jim Moyer made a motion to pass Ordinance 19-04 on the First Reading.  Joe Palmer seconded the motion.  Upon roll call vote seven “ayes” were recorded.  Ordinance 19-04 passed on the First Reading.

OLD BUSINESS:    Gary Smith of Reedy Financial presented financial information on the Redevelopment Commission for 2018 and talked about the reporting requirements.  Gary went through the report page by page.

NEW BUSINESS:    Nothing reported.

ADJOURNMENT:   There being no further business to come before the Council, Jim Moyer made a motion to adjourn.    Joe Palmer seconded the motion.  Mayor McBarnes adjourned the meeting.
