The Common Council met in a regular meeting on February 11, 2018 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM.
Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance. David Hussey then prayed. Upon roll call the following members were present: Jim Moyer, Eric Woods, Clarence Warthan, Steve Beardsley, Joe Palmer, David Hussey and Lewis Wheeler. Also present: Judith Sheets, Clerk-Treasurer and Les Bergum, City Attorney.
MINUTES: The minutes for the January 28, 2019 regular meeting were presented. Clarence Warthan made the motion to approve the minutes from the January 28, 2019 regular meeting. Joe Palmer seconded the motion. Motion passed.
PUBLIC COMMENTS: There were no Public Comments.
PRESENTATION OF COMMUNITY DEVELOPMENT DIRECTOR: Mayor McBarnes introduced Karen Gregerson, CEO of The Farmers Bank and Shan Sheridan, Clinton County Chamber of Commerce Executive Director who were two members of the search committee for this position. Karen Gregerson talked about the process and stated the members of the Committee were: Jack Dodd, Joe Palmer, Shan Sheridan, Judy Sheets, Jim Siegfried, Mayor McBarnes, and herself. Shan Sheridan stated that he appreciated the opportunity to be on the search committee. Shan introduced Annie Bacon as the new Community Development Director and stated that she will be a great asset to the City. Annie Bacon stated that she is excited for the opportunity and honored to be a part of Frankfort moving forward. David Hussey asked Annie to elaborate on her vision. Annie stated that she will be promoting the City and also will be working with the Mayor and Council. Lewis Wheeler stated that he did not see the need of this position and that it was not against Annie but that we would be abstaining. Steve Beardsley made a motion to confirm Annie Bacon as the Community Development Director. Clarence Warthan seconded the motion. Upon roll call vote six “ayes” – Eric Woods, David Hussey, Joe Palmer, Clarence Warthan, Steve Beardsley, Jim Moyer and one “abstain” – Lewis Wheeler. Motion passed.
Mayor McBarnes recessed the Council meeting at 7:12 PM and opened the Public Hearing.
PUBLIC HEARING: Ordinance 19-02
Mayor McBarnes stated that this is for an Additional Appropriation of $200,000 in City General and $49,000 in MVH for paving.
There were no public comments.
Mayor McBarnes closed the Public Hearing at 7:14 PM and opened the council meeting.
ORDINANCE 19-02: ADDITIONAL APPROPRIATION ORDINANCE.
Eric Woods made a motion to read Ordinance 19-02 by title only. Steve Beardsley seconded the motion. Upon roll call vote seven “ayes” were recorded. Motion passed. Ordinance 19-02 was read by title only. Joe Palmer made a motion to suspend the rules and pass Ordinance 19-02 on the First, Second, and Third Reading. Jim Moyer seconded the motion. Upon roll call vote six “ayes” – Eric Woods, David Hussey, Joe Palmer, Clarence Warthan, Steve Beardsley, Jim Moyer and one “abstain” – Lewis Wheeler. Motion passed. Joe Palmer made a motion to pass Ordinance 19-02 on the First, Second, and Third Reading. David Hussey seconded the motion. Upon roll call vote seven “ayes” were recorded. Ordinance 19-02 passed on the First, Second, and Third Reading.
OLD BUSINESS: There was nothing reported.
NEW BUSINESS: Jim Moyer stated that it had been discussed having a salary survey done and for there to be a couple of council members to meet with the HR Director. Jack Dodd stated that he and Jim Moyer had talked and agreed that it would be helpful to have guidance from the council and to get input from a couple of the council members. It was suggested to have Eric Woods and Steve Beardsley be the Council members to meet with the HR Director. Eric Woods stated that the whole council could give input and channel it through him and Steve Beardsley. Eric stated that they need very clear direction. Joe Palmer made a motion to appoint Eric Woods and Steve Beardsley to the Salary Survey Committee. Lewis Wheeler seconded the motion. It was decided by consensus to have Eric Woods and Steve Beardsley appointed to the Salary Survey Committee.
ADJOURNMENT: There being no further business to come before the Council, Jim Moyer made a motion to adjourn. Joe Palmer seconded the motion. Mayor McBarnes adjourned the meeting.
