Board of Public Works Meeting Minutes – January 9, 2019

The Board of Public Works and Safety met in a regular meeting on Wednesday, January 9, 2019 at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana.  The following action was taken:

Mayor McBarnes called the meeting to order and led the assembly in the Pledge of Allegiance. Jim Siegfried then prayed. Mayor McBarnes, Jim Siegfried, Ken Estes, Troy Bacon, John Kirby, Jason Forsythe, Sam Payne, Travis Sheets, Les Bergum, Jack Dodd, Judy Sheets were present.

MINUTES:  The minutes of the December 12, 2018 regular meeting were presented.  Jim Siegfried made the motion to approve the minutes from December 12, 2018.  Ken Estes seconded the motion. Motion passed 3-0.   Jim Siegfried made a motion to approve the minutes from December 20, 2018.  Ken Estes seconded the motion.  Motion passed 3-0.  Jim Siegfried made a motion to approve the minutes from December 26, 2018.  Ken Estes seconded the motion.  Motion passed with two “ayes” – Jim Siegfried, Ken Estes, and one “abstain” – Mayor McBarnes.

PUBLIC COMMENTS:  There were no comments.

ATTORNEY:  Les Bergum, Attorney, presented the contract for demolition of 851 ½ South Third Street with Ridenour Excavating and the City.  Ken Estes made a motion to approve the contract for demolition of 851 ½ South Third Street with Ridenour Excavating.  Jim Siegfried seconded the motion.  Motion passed 3-0.  Mayor McBarnes stated that this will be paid out of EDIT Unsafe Building for 2019.

Les Bergum presented a contract from Norfolk-Southern Railway.  Les stated that this is for the railroad tracks on Washington Avenue and that the contractor provides the insurance.  Mayor McBarnes stated that this will do away with the railroad crossing on Washington Avenue.  Jim Siegfried made a motion to accept the contract with Norfolk-Southern for the work on the railroad crossing on Washington Avenue.  Ken Estes seconded the motion.   Motion passed 3-0.

HUMAN RESOURCES; Jack Dodd, Human Resources Director, stated that we have been looking at life insurance and voluntary life insurance with Principal and New York Life.  Jack stated that New York Life was the best quote.   Jack stated that this would be effective March 1st and then a renewal on January 1, 2020.   Jack stated that everything would be the same and employees can add supplemental insurance.  Jack asked for permission to proceed with New York Life and to cancel Kansas City Life.  Jim Siegfried made a motion to approve New York Life and to cancel Kansas City Life.  Ken Estes seconded the motion.  Motion passed 3-0.

Jack gave an update on the health insurance cards.

POLICE DEPARTMENT:  Troy Bacon, Police Chief, stated that he will be putting out the 2019 crime stats tomorrow.  Chief Bacon stated that he and Les Bergum had been working on a resolution so that they can give abandoned bikes to charitable organizations.

FIRE DEPARTMENT:  John Kirby, Fire Chief, gave an update on the hiring pool through testing and background checks.  Chief Kirby stated that the Motorola radios are in and being programmed.  Chief Kirby stated that he has four Motorola radios that he would like to transfer to the Police Department.  Ken Estes made a motion to approve the transfer of four Motorola radios, charging stations, and mics to the Police Department from the Fire Department.  Jim Siegfried seconded the motion.

Motion passed 3-0.

Chief Kirby stated that the ladders will be going through the annual testing next weekend.

STREET DEPARTMENT:  Jason Forsythe, Street Superintendent, stated that recycling for the year was 1,273,314 pounds.  There was discussion on the detour for Washington Avenue while they are working on it.

BUILDING INSPECTOR:  Sam Payne, Building Inspector, asked for a permit extension for 1655 East Morrison Street for 90 days.  Jim Siegfried made a motion to approve the 90 day permit extension for 1655 East Morrison Street.  Ken Estes seconded the motion.  Motion passed 3-0.   Sam Payne asked for a permit extension for 950 West Barner Street for 90 days.  Ken Estes made a motion to approve the permit extension to 950 West Barner Street for 90 days.  Jim Siegfried seconded the motion.  Motion passed 3-0.

Sam Payne gave an update on the EMS building and stated that they are ready to start framing.  Sam gave an update on Donaldson’s and stated that they are finishing the walks today.  Sam reported that R&A Plastics has four dumpsters full.

PARK: Travis Sheets, Park Superintendent, presented a new hire for part-time zookeeper, Desta Griffin, and he stated that she had started working.  Jim Siegfried made a motion to ratify the hiring of Desta Griffin as part-time at the Parks.  Ken Estes seconded the motion.  Motion passed 3-0.

Travis asked permission to sign a contract with Indigos Band for July 4th at the Park.  Ken Estes made a motion to sign the contract with Indigos Band for the 4th of July at the Park.  Jim Siegfried seconded the motion.  Motion passed 3-0.

UNFINISHED BUSINESS:   A Conflict of Interest Disclosure form for Kent Brewer, KB Ditching, was presented for approval.  Jim Siegfried made a motion to approve the Conflict of Interest Disclosure form for Kent Brewer.  Ken Estes seconded the motion.  Motion passed 3-0.

NEW BUSINESS:  Nothing reported.

CLAIMS:  Claims were presented.  Ken Estes made a motion to approve the claims as presented.  Jim Siegfried seconded the motion.  Motion passed 3-0.

ADJOURNMENT: There being no further business to come before the board Ken Estes adjourned the meeting.
