Regular Meeting, Common Council, Council Chambers, 301 East Clinton Street, Frankfort, IN 46041, Monday, August 12, 2013, 7:00 p.m.
The Common Council met in a regular meeting on August 12, 2013 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM and the following action was taken: Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance. Mayor McBarnes then prayed. Upon roll call the following members were present: Jim Moyer, Sam Paul, Rick Gunyon, Jake Myers, Joe Palmer, Eric Woods, and Josh Uitts. Also present Les Bergum, City Attorney and Judy Suter, Clerk-Treasurer.
The minutes for the July 22, 2013 regular meeting were presented. Joe Palmer made a motion to approve the minutes from the July 22, 2013 regular meeting. Jake Myers seconded the motion. Upon roll call vote seven “ayes” were recorded. Motion passed.
ORDINANCE 13-08: AN ORDINANCE AMENDING THE 2013 SALARY ORDINANCE (ORDINANCE CO 12-08).
Fire Chief John Kirby stated that he would not be replacing the secretary that is retiring and add a firefighter to the department. Eric Woods made a motion to read Ordinance 13-08 by title only. Jim Moyer seconded the motion. Upon roll call vote seven “ayes” were recorded. Motion passed. Ordinance 13-08 was read by title only. Joe Palmer made a motion to suspend the rules and pass Ordinance 13-08 on the First, Second, and Third Reading. Rick Gunyon seconded the motion. Upon roll call vote seven “ayes” were recorded. Motion passed. Rick Gunyon stated that he liked the idea of filling the position with a firefighter. Joe Palmer made a motion to pass Ordinance 13-08 on the First, Second, and Third Reading. Jake Myers seconded the motion. Upon roll call vote six “ayes” – Sam Paul, Eric Woods, Joe Palmer, Jake Myers, Rick Gunyon, James Moyer, and one “abstain” – Josh Uitts. Ordinance 13-08 passed on the First, Second and Third Reading.
Tom Ransom presented a Parking Committee report to the Council. Tom talked about the City owned parking lots and how to handle the rental of the spaces. Tom presented recommendations from the committee on changes to the current city parking ordinance. Discussion followed with comments from Dr. Jill Snyder, John Virtue, Larry Rule, and Sharon Fish. Mike Kelley of the Utility Service Board stated that they did not want to give up the parking or pay rent and that they have an obligation to their employees. Mayor McBarnes stated that parking will be discussed at the next Council Work Session to be held on September 23rd. Mayor McBarnes expressed his appreciation to the Parking Committee for their hard work.
Sam Payne stated that the City Plan Commission will be meeting on September 15th to finalize the city plan and will be looking at the ordinance book.
There being no further business to come before the Council Jim Moyer made a motion to adjourn the meeting. Joe Palmer seconded the motion. Meeting adjourned.
