Regular Meeting, Common Council, Council Chambers, 301 East Clinton Street, Frankfort, IN 46041, Monday, July 22, 2013, 7:00 p.m.
The Common Council met in a regular meeting on July 22, 2013 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM and the following action was taken: Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance. Mayor McBarnes then prayed. Upon roll call the following members were present: Jim Moyer, Sam Paul, Rick Gunyon, Joe Palmer, Eric Woods and Jake Myers. Not present for the roll call: Josh Uitts. Also present Les Bergum, City Attorney and Judy Suter, Clerk-Treasurer.
The minutes for the June 10, 2013 regular meeting were presented. Jim Moyer made a motion to approve the minutes from the June 10, 2013 regular meeting. Joe Palmer seconded the motion. Upon Roll Call vote four “ayes” – Sam Paul, Joe Palmer, Rick Gunyon, James Moyer and two “abstain” – Eric Woods, Jake Myers were recorded. Motion passed.
Mayor McBarnes recessed the Common Council meeting at 7:05 PM to honor the TPA Park Pool employees, and the First Responders including the EMS, Firefighters, and Stat Flight Crew that assisted with the incident at the pool involving the 8-year-old child.
At 7:30 PM Mayor McBarnes opened the Council Meeting. At this time Josh Uitts arrived at the meeting.
RESOLUTION 13-13: A RESOLUTION PROVIDING FOR THE TRANSFER OF DORMANT FUNDS.
Judy Suter, Clerk-Treasurer, stated that these funds have not been used since 2010 and that they could be transferred to the Rainy Day Fund. Eric Woods made a motion to pass Resolution 13-13. Josh Uitts seconded the motion. Motion passed.
Fire Chief John Kirby stated that a secretary at the Fire Department is retiring at the end of August and that he would not be replacing her and would like to hire a new firefighter. Chief Kirby stated that this would be a difference in salary of $11,808, and that the salary ordinance would need to be amended. Sam Paul stated that he would recommend making the change. Eric Woods stated that he will have revenue projections from Umbaugh for 2014 on Tuesday. Joe Palmer asked about the increase for clothing and other things. Chief Kirby stated that would be $2500.
A citizen, Jerry Cooper, stated that he had recently moved into the city limits and that he had put up a portable swimming pool with no fence and had concerns about this ordinance. Joe Palmer stated that they had been discussing this policy. Rick Gunyon stated that they are considering this topic and they will research it.
Kegan Crafton a local businessman who makes costumes had gotten sketches together for Recycle Man. Mayor McBarnes stated that maybe this could be a sidekick for Recycle Man.
There being no further business to come before the Council, Mayor McBarnes adjourned the meeting.
