Common Council Minutes – Monday, February 25, 2013

Regular Meeting, Common Council, Council Chambers 301 East Clinton Street, Frankfort, IN 46041, Monday, February 25, 2013, 7:00 p.m.

The Common Council met in a regular meeting on February 25, 2013 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM and the following action was taken: Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance. Mayor McBarnes then prayed. Upon roll call the following members were present: Jim Moyer, Sam Paul, Jake Myers, Rick Gunyon, Eric Woods, Joe Palmer and Josh Uitts. Also present Les Bergum, City Attorney and Judy Suter, Clerk-Treasurer.


The minutes for the February 11, 2013 regular meeting were presented. Jim Moyer made a motion to approve the minutes from the February 11, 2013 regular meeting. Jake Myers seconded the motion. Upon Roll Call vote seven “ayes” were recorded. Motion passed.


Mayor McBarnes presented a Key to the City to Charles Frey, an Eagle Scout, for all his work on restoring the gravestones at the Old South Cemetery. Each Council member congratulated and commended Charles for his work.

Mayor McBarnes introduced Recycle Man George Belmore. George talked about the one day a week trash pickup and recycling. George also stated that he will be going to Suncrest Elementary to talk about recycling. Mayor McBarnes commended George for the job he is doing.

Rick Gunyon, the Council representative on the Redevelopment Commission, stated that they had a meeting and approved a comprehensive plan in draft form and will go to the City Plan Commission and will eventually get to the Council.

Mayor McBarnes asked for an update on Ruler Foods. Sam Payne reported that they had a plan review meeting with Ruler Foods. Sam stated that they are still planning to build, and will have trees and green space.

Joe Palmer stated that Mr. Reeder of 808 Milroy Street was having problems with neighbors shooting bows and arrows. Mr. Reeder presented information to the council concerning this situation. Chief Bacon stated that he and Mr. Reeder had spoken and currently there is no ordinance in place concerning this. Mayor McBarnes stated that he would like for the Police Councilmatic to come back with an Ordinance to address this along with hunting in City limits.


Mayor McBarnes stated that the Storm Water Ordinance was not on the agenda. Les Bergum stated that it has to be published 10 days before the public hearing and that notice would need to be mailed to abandoned property owners. Discussion followed.

Fire Chief John Kirby stated that he had met with all the townships regarding their Fire Contracts.

Mayor McBarnes stated that they would be inviting bids for a new fire pumper/rescue truck.

Les Bergum gave an update on Ivy Tech and stated that there will be two public hearing on March 11th at 2:00 PM concerning Lot 70 and Lots 61 and 62. Les reported that the closing for the Times building will be February 27th at 3:30 PM.

Mayor McBarnes stated that he will be submitting a Stellar Community Grant Application to the Lieutenant Governor’s office.


There being no further business to come before the Council Jim Moyer made a motion to adjourn. Joe Palmer seconded the motion. Motion was approved by unanimous voice vote. Meeting adjourned.
