Common Council – January 9, 2012

The Common Council met in a regular meeting on January 9, 2012 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM and the following action was taken: Mayor Chris McBarnes was present, called the meeting to order, and led the assembly in the Pledge of Allegiance. Mayor Chris McBarnes then prayed. Upon roll call the following members were present: Sam Paul, Jim Moyer, Eric Woods, Joe Palmer, Josh Uitts, Jake Myers, and Rick Gunyon. Also present Les Bergum, City Attorney and Judy Suter, Clerk-Treasurer.

MINUTES:

The minutes for the December 12, 2011 meeting were presented. Eric Woods made a motion to approve the minutes from December 12, 2011. Jim Moyer seconded the motion. Upon roll call vote five “ayes” and two “abstains” were recorded. Motion passed.

ORDINANCE 12-01: AN ORDINANCE AMENDING AND RESTATING ORDINANCE CO-11-11 SETTING THE SALARIES AND HOURLY WAGES FOR EMPLOYEES OF THE CIVIL CITY OF FRANKFORT, INDIANA.

Joe Palmer made a motion to pass Ordinance 12-01 on the first reading. Jim Moyer seconded the motion. Upon roll call vote seven “ayes” were recorded. Motion passed. Fire Chief John Kirby explained the changes made for the Fire Department. Deputy Chief Glenn Talbot explained the changes for the Police Department. Jim Moyer made a motion to suspend the rules and pass Ordinance 12-01 on the second and third reading. Eric Woods seconded the motion. Upon roll call vote seven “ayes” were recorded. Motion passed. Jim Moyer made a motion to pass Ordinance 12-01 on the second and third reading. Eric Woods seconded the motion. Upon roll call vote seven “ayes” were recorded. Ordinance 12-01 passed on the second and third reading.

NEW BUSINESS:

Mayor McBarnes stated he would take nominations for President Pro Tem of the Council. Rick Gunyon made a motion to nominate Eric Woods. Jake Myers seconded the motion. Upon roll call vote three “ayes” – Josh Uitts, Jake Myers, Rick Gunyon, three “nays” – Sam Paul, Joe Palmer, Jim Moyer, and one “abstained” – Eric Woods were recorded. Motion did not pass. Joe Palmer then made a motion to nominate Jim Moyer for President Pro Tem. Sam Paul seconded the motion. Upon roll call vote four “ayes” – Sam Paul, Eric Woods, Joe Palmer, Jake Myers, two “nays” – Josh Uitts, Rick Gunyon and one “abstained” – Jim Moyer were recorded. Motion passed.
Joe Palmer made a motion to appoint Sam Paul as the Council member to the City Plan Commission. Jim Moyer seconded the motion. Upon roll call vote seven “ayes” were recorded. Motion passed. Joe Palmer stated that the secretary should send out letters to the departments in reference to any City employees interested in being on the City Plan Commission to fill the other two positions.
Jim Moyer asked about the 2012 Council Committees. Mayor McBarnes then handed out the 2012 Council Committee appointments.

OLD BUSINESS:

Rick Gunyon stated that it was a good sign that the Council Chambers are full and that he thinks it would be a good time for the Council to look at the public address system.
Mayor McBarnes stated that there will be a new podium put in soon and that there had been some pictures hung on the walls.
Mayor McBarnes announced that there will be an Open House on Friday, January 13th from 11 AM to 2 PM at the Country Club to celebrate Vern Kasper’s 90th birthday.

ADJOURNMENT:

There being no further business to come before the Council Jim Moyer made a motion to adjourn. Rick Gunyon seconded the motion. Motion was approved by unanimous voice vote. Meeting adjourned.
