Board of Public Works Meeting Minutes – December 12, 2018

The Board of Public Works and Safety met in a regular meeting on Wednesday, December 12, 2018 at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana.  The following action was taken:

Mayor McBarnes called the meeting to order and led the assembly in the Pledge of Allegiance. Jim Siegfried then prayed. Mayor McBarnes, Jim Siegfried, Ken Estes, Troy Bacon, John Kirby, Jason Forsythe, Sam Payne, Travis Sheets, Les Bergum, Jack Dodd, Judy Sheets and Barb Conner were present.

MINUTES:  The minutes of the November 28, 2018 regular meeting were presented.  Jim Siegfried made the motion to approve the minutes.   Ken Estes seconded the motion. Motion passed 3-0.

PUBLIC COMMENTS:

BUILDING INSPECTOR:  Sam Payne, Building Inspector, said they have sent a letter to R & A Plastics.  They have until Dec. 28th to get it cleaned up or the City can go in and he could have a $2500.00 fine.  There was some discussion.  Sam said that Frito Lay will be started in mid – January.  They need to get their MS 4 and go through Dan Sheets.  He also said that the Chamber is starting their demo process and they were asking about putting a dump trailer.  Mayor McBarnes asked Ken and Jim about this.  There was some discussion on this.  Jim Siegfried and Ken Estes agreed that they would have to move it at night and on the weekends during the Christmas season.  Sam said they are doing a footer inspection at 606 E. Clinton St.

Mayor McBarnes said there would be a brief BOW meeting to finish claims and open a bid and award it or encumber it.  They will pay it out of the Unsafe Building Fund in 2019.

PARK:  Travis Sheets, Park Superintendent, said they have had a huge number of people going through the park and looking at the lights.  They have had to get 20 more cases of candy canes.  He said that Misty Ward will be going full time in 2019 and Larry Davis will also go full time in 2019.  Ken Estes made the motion to accept the full time position of Misty Ward and Larry Davis.  Jim Siegfried seconded the motion.  Motion passed 3-0.  Travis said he has a Special purchase for a Gator 850 IRSX.  Mayor McBarnes said he supports it.  Jim Siegfried made the motion to accept the Special purchase. Ken Estes seconded the motion.  Motion passed 3-0.  He said Pearson is the lowest bid for the F-250.  The price would be $29,351.00.  Mayor McBarnes said the money would come out of CCD.  Jim Siegfried made the motion to accept the bid from Pearson.  Ken Estes seconded the motion.  Motion passed 3-0.

HUMAN RESOURCES; Jack Dodd, Human Resources said he has a handbook change for the Drug policy.  Jack said it would be effective today.  Ken Estes made the motion to accept the change to the Drug policy.  Jim Siegfried seconded the motion.  Motion passed 3-0.  Jack said that the Healthcare wellness expenses are down.  Jack said that he would like to propose a premium holiday for the last check.  That means that nobody would have to pay the premium.  Jim Siegfried made the motion to accept the premium holiday.  Ken Estes seconded the motion.  Motion passed 3-0.  He said that he has the final version of the Community Development job description for the Board to review.  Jim Siegfried made the motion to accept the job description.  Mayor McBarnes asked what SAFE was.  Ken Estes seconded the motion.  There was some discussion about the job description.  Mayor McBarnes said with the changes, it would be approved 3-0.

ATTORNEYLes Bergum, Attorney, has prepared the agreement for Golf budgeted for 2019 is $150,000.00.  It will be paid in installments.  Jan. 2019 we will pay $100,000.00 and May 20th, we will pay $50,000.00.  It will be paid out of Edit.  Ken Estes made the motion to approve the Golf agreement for 2019.  Jim Siegfried seconded the motion.  Motion passed 3-0.

STREET DEPARTMENT:  Jason Forsythe, Street Superintendent, said that He has the Phase 2 LPA contract with American Structurepoint.  Jim Siegfried made the motion to accept the contract with American Structurepoint.  Jason said that every 2 years we have to renew our Sweeping contract with the State.  There was some discussion about the Sweeping contract.  Ken Estes made the motion to accept the sweeping contract.  Jim Siegfried seconded the motion.  Motion passed 3-0.  Jason thanked Les for putting together the Special purchase.  Jim Siegfried made the motion to accept the special purchase.  Ken Estes seconded the motion.  Motion passed 3-0.  He said they are doing a lot of work to their break room.  The refrigerator has been moved out to Recycling.  He would like to go with the bid from McCullom’s for a new Refrigerator and oven.  Ken Estes made the motion to accept the bid from McCullom.  Jim Siegfried seconded the motion.  Motion passed 3-0.  He will take it out of 201001232.000.  Jason said they purchased a Scan tool for diagnostics through NAPA for $1819.99.  He will pay for it out o9f 225001361.000.  Jim Siegfried made the motion to accept the purchase from NAPA for a scan tool.  Mayor McBarnes seconded the motion.  Ken Estes abstained.  Jason said they are purchasing a 3 in 1 welder.  He has 2 quotes.  He said he would like to purchase it from Indiana Oxygen for $1528.65.  He will pay it out of 225001361.000. Ken Estes made the motion to accept the purchase from Indiana Oxygen.  Jim Siegfried seconded the motion.  Motion passed 3-0.  Jason said they should hear about the Local trax tomorrow.

FIRE DEPARTMENT:  John Kirby, Fire Chief, said they are getting dash cameras on the trucks to improve themselves.  They will help the investigations.  They are also getting helmet cams. He said he has a guideline policy.  He said he would like to make it effective today, but he would have to get it out to the guys.  He said these cameras could be used for positive training.  Ken Estes thanked John for doing this.  The price for one camera is $200.00.  Mayor McBarnes said it was a good idea.  Chief Kirby said that he is transferring a fixed asset to the Street Dept.  He said he has to remove an Ipad Air.  Ken Estes made the motion to remove the Ipad Air.  Jim Siegfried seconded the motion. Motion passed 3-0.  Jim Siegfried made the motion to accept the transfer to the Street Dept.  Ken Estes seconded the motion.  Motion passed 3-0.  On Monday, Tuesday and Wednesday we will have shop with a Firefighter and Christmas dinner.  Chief Kirby said all 3 crews have their own family.

POLICE DEPARTMENT:  Troy Bacon, Police Chief, said they have a Resolution assigning the Code enforcement to the Police Dept.

RESOLUTION: 18-16 A RESOLUTION REASSIGNING SUPERVISION OF CODE ENFORCEMENT OFFICERS.  Ken Estes made the motion to approve Resolution 18-16.  Jim Siegfried seconded the motion.  Motion passed 3-0. Jim Siegfried made the motion to approve the 3 new job descriptions for the Code enforcement.  Ken Estes seconded the motion.  Motion passed 3-0.  Chief Bacon said he would like to request 3 SWAT helmets.  He said he would purchase them from Uniform Supply and pay for them out of the SWAT line.  Jim Siegfried made the motion to approve the purchase from Uniform Supply.  Ken Estes seconded the motion.  Motion passed 3-0.

UNFINISHED BUSINESS: None

NEW BUSINESS:  Judy Sheets, Clerk-Treasurer, talked about bills.  They set a BOW meeting for Dec. 20th and will still have the meeting on the 26th.  The meeting will be at 2:00.  They said they would do Claims and Encumbrances.

CLAIMS:  Claims were presented.  Ken Estes made a motion to approve the claims as presented.  Jim Siegfried seconded the motion.  Motion passed 3-0.

ADJOURNMENT: There being no further business to come before the board Ken Estes adjourned the meeting.
