The Board of Public Works and Safety met in a regular meeting on Wednesday, October 24, 2018 at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana. The following action was taken:
Mayor McBarnes called the meeting to order and led the assembly in the Pledge of Allegiance. Mayor McBarnes then prayed. Jim Siegfried, Ken Estes, Troy Bacon, John Kirby, Jason Forsythe, Judy Sheets and Barb Conner were present. Les Bergum, Sam Payne and Travis Sheets were absent.
MINUTES: The minutes of the October 10, 2018 regular meeting were presented. Jim Siegfried made the motion to approve the minutes. Ken Estes seconded the motion. Motion passed 3-0.
Mayor McBarnes closed the Board of Works meeting at 2:05 to hold a Public Hearing on the property at 606 E. Clinton St. He said that Majestic Homes was the high bidder for the property. Their bid was $8,000.00. Mayor McBarnes said they are planning to build an $180,000.00 home there. There was no discussion on this. Mayor McBarnes closed the Public Hearing and reopened the Board of Works meeting.
PUBLIC COMMENTS: Nancy Harshbarger, Co-President of Zonta was there to discuss Violence against Women. She said that orange is the color and they would like to have permission from the City to put out signs and banners. Mayor McBarnes said they would have our full support. Jim Siegfried made the motion to allow Zonta to put signs and banners out. Ken Estes seconded the motion. Motion passed 3-0. Mayor McBarnes said Nov. 15th at 10:00 in the Conference Room he would do a Proclamation.
POLICE DEPARTMENT: Troy Bacon, Police Chief, said he would like to thank the hiring board for their hard work. Chief Bacon introduced his new officer Aaron Blake Ramos. Ken Estes made the motion to hire Aaron Blake Ramos. Jim Siegfried seconded the motion. Motion passed 3-0. There was a Rollcall vote. Upon the rollcall vote there were 3 ayes. Mayor McBarnes performed Aaron Blake Ramos’s Oath of Office. Mayor McBarnes then recessed the meeting. The meeting resumed. Chief Bacon said they are hiring their 33rd and 34th officer. He said they are doing interviews and background checks. He said that he was with Mark Schilling at Suncrest talking to the students. He said you could hear the passion and enjoyment in his voice while he was talking. Chief Bacon said he believes this will help lower the crime and create a better community. There are going to be wands and metal detectors at the schools due to a grant that was received. Jim Siegfried said that his daughter has said it is great to have the officers at the school.
FIRE DEPARTMENT: John Kirby, Fire Chief, said they learned that they were lacking a driver’s competency course. He said we will have the guys driving in and out of cones. Chief Kirby said this year they will have it at the airport, but he would like to start having it at the High School. Jim Siegfried made the motion to accept the SOG Number 8.22 (Standard Operating Guideline). He mentioned there was a fire at the dump on Saturday. Chief Kirby said that the inter coils got mangled up on Engine 2. Kirby Risk repaired it last time for $841.00. He said to replace it, it would cost around $4,104.84. Center Twp. would be responsible for paying this. There was discussion on whether to repair or replace it. Chief Kirby said that there is an LEPC drill on Nov. 8th at 10:00 a.m. in the basement at the Sherriff’s Dept.
STREET DEPARTMENT: Jason Forsythe, Street Superintendent, said he had quotes for the Superintendent’s truck and the Foreman’s truck. Mayor McBarnes asked him if it was budgeted for next year. Jason said it was in the budget for next year. The bids were:
Ford F -250(Foreman Truck) – Mike Raisor Ford – $29,786.00, Pearson Ford -29,351.36.
Ford F-150(Superintendent Truck) – Mike Raisor Ford -$26,680.00, Pearson Ford – Ford – $27,382.68 and Gene Lewis Ford -$30,028.00. Jason said he will pay it out of MVH Equipment. Jason recommended purchasing the F-250 from Pearson Ford, because they were the low bid. Ken Estes made the motion to approve the purchase the F-250 from Pearson Ford. Jim Siegfried seconded the motion. Motion passed 3-0. Jason said that he recommended purchasing the F-150 from Mike Raisor Ford, since they were the low bid. Jim Siegfried made the motion to approve the purchase of an F-150 truck from Mike Raisor Ford. Ken Estes seconded the motion. Motion passed 3-0. He said that they would pay it out of MVH. The Foreman’s truck will come with a plow package, but the Superintendent’s truck will not. Mayor McBarnes suggested to Jason to get a plow package for his truck. Jason said that he has hired a mechanic and he will start on the 29th. His name is Jorge Martin. Ken Estes made the motion to approve the hiring of Jorge Martin. Jim Siegfried seconded the motion. Motion passed 3-0. Jason also said he received 2 quotes for solar powered speed limit signs. Stello bid $6,279.00 and Hall Signs bid $6,925.00. Mayor McBarnes said he likes the idea of the strobe lights. Chief Bacon said that was a great idea, and maybe once a month the officers would enforce it. There was discussion on this. Mayor McBarnes suggested putting 2 on Williams Rd., Kelley Rd and S. Clay St. It was decided that they would start with 6. Jim Siegfried made the motion to purchase 6 solar powered speed limit signs not to exceed $19,500.00. Ken Estes seconded the motion. Motion passed 3-0. Jason said that he had a quote for a solar powered stop sign for Rossville Ave. and Magnolia St. and Fairground and Jackson St. The estimated freight cost is $457.40. This is from SA-SO. Ken Estes made the motion to accept the bid from SA-SO not to exceed $6,500.00. Jim Siegfried seconded the motion. Motion passed 3-0. Jason said that they have some paving in the Park that needs to be done. He said N. Park Dr. and from Kyger to the first shelter off of Burlington Ave. Mayor McBarnes said that they could call a Special meeting or ratify the bids.
Mayor McBarnes opened the bids for the Park concession. Wayne & Tracie Eldridge, Austin Stevens and Morgan Smith placed a bid of $200.00 to be donated to the TPA Parks Department. They didn’t bid on the Summer concession stand. There was a proposal from Bill & Connie Williams for the Festival of Lights and the Summer Operations. There was some discussion about this. Mayor McBarnes suggested they take them under advisement. Jim Siegfried made the motion to take the proposals for the Park concessions under advisement. Ken Estes seconded the motion. Motion passed 3-0. Jim Siegfried made the motion to accept the bid for 606 E. Clinton St. Ken Estes seconded the motion. Motion passed 3-0. The contract was signed by Mayor McBarnes. There was discussion on the R&A Plastics. Ken Estes made the motion to allow Les Bergum to proceed with the foreclosure on the property. Jim Siegfried seconded the motion. Motion passed 3-0.
