Common Council Meeting Minutes – September 24, 2018

The Common Council met in a regular meeting on September 24, 2018 in the Skanta Theatre, Frankfort Public Library, 208 West Clinton Street, Frankfort, Indiana at 7:00 PM.

Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance.  Clarence Warthan then prayed. Upon roll call the following members were present:    Jim Moyer, Eric Woods, Wanda Mitchell, Clarence Warthan, Steve Beardsley, Joe Palmer, and Lewis Wheeler.  Also present: Judith Sheets, Clerk-Treasurer and Les Bergum, City Attorney.

MINUTES:   The minutes for the September 10, 2018 regular meeting were presented.  Joe Palmer made the motion to approve the minutes from the September 10, 2018 regular meeting.   Clarence Warthan seconded the motion.   Upon roll call vote seven “ayes” were recorded.  Motion passed.

PUBLIC COMMENTS:   Mayor McBarnes opened the meeting for public comments and stated each person would be given two minutes to speak.  The following citizens spoke about the Humane Society:  JJ Tate, Jake Triplett, and Cassie Tate.

ORDINANCE 18-08:   AN ORDINANCE AMENDING AND RESTATING 90.15 AND REPEALING 90.16, 90.17 AND 90.18 OF THE MUNICIPAL CODE REGARDING ANIMAL VACCINATION REQUIREMENTS.    It was decided by consensus to leave Ordinance 18-08 tabled.

OLD BUSINESS:    Anne Florence a Board Member of the Clinton County Humane Society presented information to the Council on the 2018 T-N-R Program.    Anne stated that the Spay/Neuter cost from the provider was $2,410, Transportation and Labor was $4,614, and supplies for the care of the animals was $230.  This left a remaining balance of $2,745from the $10,000 that the City paid to the Humane Society for the T-N-R Program.  Mayor McBarnes asked if the Board would be willing to give the remaining amount back to the City and Anne stated “absolutely”.  Mayor McBarnes stated that he wants to get with the Board of Works and to look over the information.  Eric Woods asked about the 2019 T-N-R Program.  Anne stated that they are working on the budget.  Discussion followed.  Mayor McBarnes stated that he wished that the Board would consider to hold a public meeting for citizens to answer to the community.  Anne stated it should be in open forum and that everyone has a heart for their pets and animals.  Discussion followed.  Anne stated that it’s a community program and if the City doesn’t give money for T-N-R they won’t have the program.

ORDINANCE 18-09:   ORDINANCE FOR APPROPRIATIONS AND TAX RATES.   Jim Moyer made a motion to read Ordinance 18-09 by title only.  Joe Palmer seconded the motion.  Upon roll call vote seven “ayes” were recorded.  Ordinance 18-09 was read by title only.  Lewis Wheeler asked about the tax rate of 2.7093.  Jerry Hickman of Reedy Financial Group explained the tax rate and that it is higher than will be approved.  Steve Beardsley made a motion to pass Ordinance 18-09 on the First Reading.   Wanda Mitchell seconded the motion.  Upon roll call vote six “ayes” – Eric Woods, Wanda Mitchell, Joe Palmer, Clarence Warthan, Steve Beardsley, Jim Moyer and one “nay” – Lewis Wheeler were recorded.  Ordinance 18-09 passed on the First Reading.

ORDINANCE 18-10:   AN ORDINANCE SETTING THE SLARIES AND HOURLY WAGES FOR EMPLOYEES OF THE CIVIL CITY OF FRANKFORT, INDIANA.   Wanda Mitchell made a motion to read Ordinance 18-10 by title only.  Clarence Warthan seconded the motion.  Upon roll call vote seven “ayes” were recorded.   Ordinance 18-10 was read by title only.  Jim Moyer made a motion to pass Ordinance 18-10 on the First Reading.  Eric Woods seconded the motion.  Upon roll call vote six “ayes” – Eric Woods, Wanda Mitchell, Joe Palmer, Clarence Warthan, Steve Beardsley, Jim Moyer and one “nay” – Lewis Wheeler were recorded.  Ordinance 18-10 passed on the First Reading.  Lewis Wheeler stated that he wanted it to be a straight 3% for all employees.

ORDINANCE 18-11:   AN ORDINANCE ESTABLISHING THE SALARIES OF THE ELECTED OFFICIALS OF THE CITY OF FRANKFORT, INDIANA.   Joe Palmer made a motion to read Ordinance 18-11 by title only.  Clarence Warthan seconded the motion.  Upon roll call vote seven “ayes” were recorded.  Ordinance 18-11 was read by title only.  Wanda Mitchell made a motion to pass Ordinance 18-11 on the First Reading.  Joe Palmer seconded the motion.  Upon roll call vote six “ayes” – Eric Woods, Wanda Mitchell, Joe Palmer, Clarence Warthan, Steve Beardsley, Jim Moyer and one “nay” – Lewis Wheeler were recorded.

OLD BUSINESS:    Nothing more reported.

NEW BUSINESS:   Nothing reported.

ADJOURNMENT:   There being no further business to come before the Council, Jim Moyer made a motion to adjourn.  Joe Palmer seconded the motion.  Mayor McBarnes adjourned the meeting.
