The Board of Public Works and Safety met in a regular meeting on Wednesday, July 11, 2018 at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana. The following action was taken:
Ken Estes called the meeting to order and led the assembly in the Pledge of Allegiance. Jim Siegfried then prayed. Ken Estes, Jim Siegfried, Scott Shoemaker, Jason Forsythe, John Kirby, Sam Payne, Les Bergum, Jack Dodd, and Judy Sheets were present. Mayor McBarnes was absent.
MINUTES: The minutes of the June 27, 2018 regular meeting were presented. Jim Siegfried made the motion to accept the minutes as presented. Ken Estes seconded the motion. Motion passed 2-0.
PUBLIC COMMENTS: None
POLICE DEPARTMENT: Scott Shoemaker, Deputy Chief of Police, reported that the fourth of July was an easy night with only one incident. Travis Sheets thanked the Police Department and the Fire Department for all their help.
FIRE DEPARTMENT: John Kirby, Fire Chief, presented new township protection contracts to the board. John Kirby stated that Union Township extended their contract to three years. Jim Siegfried made a motion to approve the three year protection contract with Union Township, and the one year protection contract with Center Township. Ken Estes seconded the motion. Motion passed 2-0.
STREET DEPARTMENT: Jason Forsythe, Street Superintendent, stated that the Paving Management Program needed to be updated. Jim Siegfried made a motion to ratify the contract with BFS for $9665.00 for the Paving Management Program. Ken Estes seconded the motion. Motion passed 2-0.
Jason also gave the board two quotes repair damages during an accident at the Street Department parking lot. The bids were as follows:
Jerry’s Body Shop – $3,074.31
Clear View – $3,348.88
Jim Siegfried made a motion to approve the bid from Jerry’s Body shop for $3,074.31. Ken Estes seconded the motion. Motion passed 2-0.
Jim Siegfried made a motion to approve the repair of trash truck #11 for $2,700 from Rowe. Ken Estes seconded the motion. Motion passed 2-0.
Jason Forsythe gave an update on sidewalk paving. Pouring has been completed at White Street, Fairground Street, and Alhambra Avenue. Digging will start on Clay Street next week. Myrtle Avenue is next on the list. Jason Forsythe also informed the board that no parking signs will be put up on the north side of Barner Street with the help of the Police Department.
BUILDING INSPECTOR, Sam Payne, Building Inspector, informed the board that the Building Trades class will be starting their new project at 1648 Broadmoor Court. Jim Siegfried made a motion to waive all permit building fees for the new project of building trades class. Ken Estes seconded the motion. Motion passed 2-0. Sam Payne provided a list of properties that they have been working with, and stated that a couple of them have been demolitions. Ken Estes asked Sam Payne if there had been any work done on the property at 2nd Street. Sam Payne responded that there had been some painting done.
PARKS DEPARTMENT: Travis Sheets, Parks Superintendent, thanked the Street Department for all their help on the fourth of July with street closings, and on the following day with clean up.
Travis Sheets also explained that it is hard to get quotes for special park equipment due to the fact that not all companies carry the same equipment. He did however find a swing that allows two people to face each other. Travis Sheets presented information on adaptive playground equipment. Travis stated that they will put a friendship swing at Green Street Park.
Resolution No. 18-10: A RESOLUTION AUTHORIZING SPECIAL PURCHASE. Jim Siegfried made a motion to approve Resolution 18-10, to purchase special park equipment for $5,765 from Landscape Structures and installation costs of $1,950 from Countryside Play Structures. Ken Estes seconded the motion. Motion passed 2-0.
Travis Sheets explained that due to issues with the pool, attendance has been low, and would like to reduce the costs of admission for citizens. Jim Siegfried made a motion to lower the pool admission fee to $1 per person, 2 year olds and under remain free, and all season passes to be reimbursed effective July 12th. Ken Estes seconded the motion. Motion passed 2-0.
Travis Sheets stated that there is a surplus of animals at the park and would like to put some of them in the auction. Jim Siegfried made a motion to have the following in the auction: a yellow head amazon, 6 rabbits, a hedgehog, 6 chinchillas, 2 prairie dogs. Ken Estes seconded the motion. Motion passed 2-0.
HUMAN RESOURCES: Jack Dodd, Human Resource, had nothing to report.
ATTORNEY: Les Bergum and nothing to report.

NEW BUSINESS: None.
CLAIMS: Claims were presented. Jim Siegfried made a motion to approve the claims as presented. Ken Estes seconded the motion. Motion passed 2-0.
