The Board of Public Works and Safety met in a regular meeting on Wednesday, April 11, 2018 at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana. The following action was taken:
Ken Estes called the meeting to order and led the assembly in the Pledge of Allegiance. Travis Sheets then prayed. Ken Estes, Jim Siegfried, Troy Bacon, Jason Forsythe, John Kirby, Sam Payne, Travis Sheets, Les Bergum, Judy Sheets and Barb Conner were present. Mayor McBarnes was absent.
Ken Estes recessed the meeting at 2:02 for a Public Hearing. Les Bergum said that this is a Public Hearing for the sale of 1456 Central Ave. lots 4 and 5. He said that the City had the structure demolished 1-2 years ago. Les also said there will be another notice going out to request bids on the sale of the property. Ken Estes closed the Public Hearing. The Board of Works meeting was opened at 2:04.
MINUTES: The minutes of the March 28, 2018 regular meeting were presented. Jim Siegfried made the motion to accept the minutes as presented. Ken Estes seconded the motion. Motion passed 2-0.
PUBLIC COMMENTS: None
PARKS DEPARTMENT: Travis Sheets, Park Superintendent, said that he had a bid for $11,900.00 from Jim Michael for concrete of a parking lot at TPA Park. He said that he encumbered the money from last year. Jim Siegfried made the motion to accept the $11,900.00 bid from Jim Michael. Ken Estes seconded the motion. Motion passed 2-0.
POLICE DEPARTMENT: Police Chief, Troy Bacon, gave an update on the Dept. stats. They have had 2850 calls. He said now that they are working 12 hour shifts, the extra 3 hours on the 1st shift have been busy. They had 1425 traffic violations, which is up 331 from last year. Tickets issued is 317, which is down 108, warning tickets 494, down by 4 and arrests are at 100, which is up by 10. Chief Bacon said that they have a new dedicated drug unit. They have partnered with the Clinton County Sheriff’s Dept. They are working as a team, each department has 3 detectives. He also said that since 2012, they have added 2 K-9 units and the Nixel tip line, which gets used a lot. Chief Bacon said that they are waiting to hire their new School resource officer. He said they have until May 1. There is state required training they must go through. He also said their 32nd officer just took her physical and psychological test, so they are just waiting on the results. Ken Estes thanked Troy on his work with the drug task force. Troy said he needed to thank the BOW and the Council for everything they do. Chief Bacon said Jim Siegfried, Jim Skinner, Josh Ruben, and him are going to Michigan City on Thursday to look at a Police Dept. On Friday they are headed to Wisconsin to look at another one.
FIRE DEPARTMENT: Fire Chief, John Kirby, said that he is sad to say they didn’t get the AFG Grant. He said there were 10,042 departments that applied for it. Ken Estes said he appreciated the work he put into it. Chief Kirby said that he needed to thank Ed Cripe and Susan Nelson for their help on it. Chief Kirby said Jim Michael Construction should be finishing the patio by the end of next week. He said they encumbered the money. He said that the Battle of the Badges will be in September. They will be having the Senior and alumni basketball game on April 28th at Clinton Central. The girls will play at 6:00 and the boys game will be at 7:30. Jim Siegfried told John that he appreciates all the work he does on this.
STREET DEPARTMENT: Jason Forsythe, Street Superintendent, said that Josh Smith and Dan Hickerson will be going to an Ltap workshop in Hendricks Co. He also said that they will be going to the Bower Preschool on the 18th to talk to 60 pre-school kids on recycling. Jason said that April 28 – May 5th is spring clean-up. April 28th is Dump day. It is from 7-7 April 28th through May 4th. On May 5th it is from 8-12:00. Jason said that he talked to IU Health and on May 5th, from 7:00 a,m. to 11:00 a.m. they are wanting him to bring some type of machinery to their Health Fair. Jason also said they are in the process of hiring a Part timer, Daniel Cox. They are just waiting on his back ground and drug screen to come back. Jim Siegfried made the motion to accept the hiring of Daniel Cox awaiting the approval of the drug screen and back ground. Ken Estes seconded the motion. Motion passed. Ken Estes thanked Jason for the pot holes being fixed. Jim Siegfried said the new signs are looking good. Jason said he sent someone to pick up the rest of the signs today.
BUILDING INSPECTOR, Sam Payne, Building Inspector, said Nancy Elsea asked if we could wave the permit fees for Barn 5 roof at the Clinton County Fairgrounds. Jim Siegfried made the motion to wave the permit fees for Barn 5 roof. Ken Estes seconded the motion. Motion passed. Sam also said that in March they had given out 34 residential permits, 3 commercial permits and 1 sign permit. The total that they have received is $2,645.00. Sam said they have given 74 warnings and 54 have been cited. They have given 211 tickets and 111 have been resolved. Sam said that one of his Part time Code Enforcement Officers will be leaving at the end of May. He said that he is needing permission to advertise this position. Jim Siegfried made the motion to allow Sam to advertise this position. Ken Estes seconded the motion. Motion passed.
HUMAN RESOURCES: Jack Dodd, Human Resources, said he is currently reviewing the Hand book. Jack also said he has sent internal controls out to all departments for an annual review.

NEW BUSINESS: Les Bergum, Attorney, said that he needed a motion to publish a notice for 1456 Central Ave. He spoke with Mayor McBarnes and they decided there should be a $5,000.00 minimum bid. Jim Siegfried made the motion to publish a notice for the sale of 1456 Central Ave. Ken Estes seconded the motion. Motion passed 2-0. Les also said that the sidewalk contract and mowing contract needs to be approved. Jim Siegfried made the motion to approve the sidewalk contract. Ken Estes seconded the motion. Motion passed 2-0. Jim Siegfried made the motion to approve the mowing contract. Ken Estes seconded the motion. Motion passed 2-0. A conflict of interest for Colleen Moore was presented. Jim Siegfried made the motion to accept the conflict of interest. Ken Estes seconded the motion. Motion passed 2-0.
CLAIMS: Claims were presented. Jim Siegfried made a motion to approve the claims as presented. Ken Estes seconded the motion. Motion passed 2-0. The claim docket was signed.
ADJOURNMENT: There being no further business to come before the board Ken Estes adjourned the meeting.
