City Council Meeting Minutes – March 8, 2018

The Common Council met in a special meeting on March 8, 2018 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM.

Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance. Mayor McBarnes then prayed and asked for a moment of silence for Boone County Deputy Jacob Pickett who was killed in the line of duty. Mayor McBarnes stated that the Police Department will be sending officers and the Fire Department will be sending firefighters to cover for Lebanon and Boone County tomorrow. Upon roll call the following members were present:   Jim Moyer, Eric Woods, Lewis Wheeler, Wanda Mitchell, Clarence Warthan, Steve Beardsley, and Joe Palmer. Also present: Judith Sheets, Clerk-Treasurer. Absent: Les Bergum, City Attorney.

Mayor McBarnes stated that this is an information gathering session for the Prairie Creek Park project and no votes or decisions will be made.

Mayor McBarnes thanked the Clinton County Community Foundation for their contribution of $250,000 for the Prairie Creek Park.

Mayor McBarnes thanked The Farmers Bank for their contribution of $150,000 to the Prairie Street Park.

Mayor McBarnes stated that there is another $250,000 in gifts that will be announced in the next few days.

Mayor McBarnes stated that on behalf of the City of Frankfort he would like to thank those who have given to the Prairie Creek Park project.

Mayor McBarnes introduced Dr. John Crompton from Texas A&M, and stated that he had spoken at the Leadership Summit the night before. Also present at the meeting: Eric Ernstberger and Cecil Penland of Rundell Ernstberger Associates, Gary Smith, Reedy Financial, and Rich Starkey, Barnes & Thornburg.

Dr. John Crompton presented information on economic development. Dr. Crompton stated that there are six things to look at for quality of life:   Health, Safety, Labor Force, Culture, Parks and open space, Education. Dr. Crompton spoke of where we should focus our energy and time, which consist of parks, trees trail system, and utility company.  There was discussion and questions by the Council.

Eric Ernstberger of Rundell Ernstberger Associates, presented information and spoke about Prairie Creek Park. Eric presented an aerial view of Prairie Creek Park. Eric presented information on the cost of the project with the base bid, four alternates, and soft cost. The total project cost would be $3,970,236.04.

Gary Smith of Reedy Financial Group presented the Frankfort RDC Prairie Creek Park Analysis. Gary presented financial information for the project and also information on the 2018 TIF Revenue Bonds and Taxable Bond Anticipation Note (BAN) of 2018.

Rich Starkey of Barnes and Thornburg present the Preliminary Timetable for the TIF Revenue Bonds, Series 2018 (Prairie Creek Park Project). Discussion followed.

Mayor McBarnes stated that this project has been in the planning process for over two years.

ADJOURNMENT:   There being no further business to come before the Council, Jim Moyer made a motion to adjourn. Lewis Wheeler seconded the motion. Mayor McBarnes adjourned the meeting.
