Board of Public Works Meeting Minutes – December 29, 2017

The Board of Public Works and Safety met in a special meeting on Friday, December 29, 2017 at 2:05 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana. The following action was taken:

Ken Estes called the meeting to order and led the assembly in the Pledge of Allegiance. Jim Siegfried then prayed. Ken Estes, Jim Siegfried, Troy Bacon, Jason Forsythe, John Kirby, Sam Payne, Judy Sheets and Barb Conner were present. Absent were Mayor McBarnes, Travis Sheets, Les Bergum and Jack Dodd.

MINUTES:

PUBLIC COMMENTS: Tracy Reed said that E Ohio St. between the 1600 and 1800 block always had parking on both sides of the street. She said in Feb. 2017, that changed and now you can only park on the one side of the street. Tracy said that the Police have been called numerous times because of fighting over the parking. Ken Estes told Tracy that they would research it and find out why they closed it. He would have the Police and Street also look into it. Tracy Reed said that she would come back on Jan. 10th.

STREET DEPARTMENT: Jason Forsythe, Street Superintendent, said that he has a Holiday Schedule for next tear fir the trash pickup. He says he wants to keep it consistent. He also said the guys would like to have the Holidays off. Holidays are as follows:

Monday Jan. 1 – pick up on Tuesday
Monday Jan. 15 – pick up on Tuesday
Monday Feb. 19 – pick up on Tuesday
Friday March 30 – pick up on Thursday
Monday May 28 – pick up on Tuesday
Wednesday July 4 – pick up on same day (recycle day)
Monday Sept. 3 – pick up on Tuesday
Monday Nov. 12 – pick up on Tuesday
Thursday Nov 22 & Friday Nov. 23 – pick up Friday
Monday Dec. 24 & Tuesday Dec. 25 – pick up on Monday

Jim Siegfried made the motion to accept the Street Dept. Holiday Trash Schedule. Ken Estes seconded the motion.

UNFINISHED BUSINESS: None

NEW BUSINESS: The Fuel bids were discussed. According to Mike Foster with Co-Alliance, most Municipalities go with the Fixed rate. Jim Siegfried made the motion to accept the fuel bid from Co-Alliance up to 40,000 gallons at $2.15 a gallon. Ken Estes seconded the motion. Clerk-Treasurer presented the Encumbrances for 2018. They are as follows:

Total from City General:   $28,442.56

Jim Siegfried made a motion to accept the 2018 Encumbrances. Ken Estes seconded the motion. The record of Special Purchase for the Bulldozer was presented and signed.

CLAIMS: Claims were presented. Jim Siegfried made a motion to approve the claims as presented. Ken Estes seconded the motion. Motion passed 2-0. The claim docket was signed.

ADJOURNMENT: There being no further business to come before the board Ken Estes adjourned the meeting.
