Board of Public Works Meeting Minutes – October 11, 2017

The Board of Public Works and Safety met in a regular meeting on Wednesday, October 11, 2017 at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana. The following action was taken:

Mayor McBarnes called the meeting to order and led the assembly in the Pledge of Allegiance. Mayor McBarnes then prayed. Mayor McBarnes, Ken Estes, Jim Siegfried, Troy Bacon, Jason Forsythe, John Kirby, Sam Payne, Jack Dodd, Les Bergum, Judy Sheets and Barb Conner were present.

MINUTES

The minutes of the Special Meeting October 3, 2017 were presented. Jim Siegfried made the motion to accept the minutes as presented. Ken Estes seconded the motion. Motion carried 3-0. The minutes of the September 27, 2017 regular meeting were presented. Ken Estes made the motion to accept the minutes as presented. Jim Siegfried seconded the motion. Motion passed 3-0.

PUBLIC COMMENTS

None

A statement from Mayor Chris McBarnes and Clerk-Treasurer Judy Sheets on financial variances at the Frankfort Parks Department was read by Mayor McBarnes. Jason Forsythe will be the acting Park Superintendent.

PARKS DEPARTMENT

Jason Forsythe, Park Superintendent, said that he had received bids for the Basketball Court on Green Street and the fencing. The Basketball bids are as follows:

  • J.J Paving $28,584.00
  • Milestone 31,200.00
  • Crenshaw 22,464.00

Mayor McBarnes asked Jason what his recommendation was. There was discussion that followed on the specs and about the striping of the basketball court. This will be paid from Edit-Parks upgrade. Jim Siegfried made the motion to accept the bid from Crenshaw paving for $23,268.00. Ken Estes seconded the motion. Motion passed 3-0. The fencing bid was as follow:
Roger Bailey Fencing $3,141.00

Mayor McBarnes said they would take the Fencing bid under advisement until they see how much is left in the Edit-Park upgrade appropriation. Jason said that he received a Certificate of Insurance from Burns. The Parks will be showing the movie Hocus Pocus on Friday night at 7:45 in Shelter 5. There will be a banner put up with all of the sponsor’s names on it. Jason said that he would like to thank The Farmers Bank for sending out employee’s on Monday to help put lights up. Jason also said that Becky Caesar will be coming to the Park with a group of kids to take pictures. Jason wanted to thank City Light & Power for their support and helping out at the Park. He said there was an open Part Time position at the Park. The Street Dept. had 5 applications for a Part Time position, so he would like to do interviews and hire 1 for the Street and 1 for the Park. Jack Dodd said that it needs to be expedited. Mayor McBarnes and the Board said they were good with that.

STREET DEPARTMENT

Jason Forsythe, Street Superintendent said he had the contract for the Street paving signed by Milestone, it needs to be signed by the Board of Works. Mayor McBarnes, Ken Estes and Jim Siegfried signed the contract with Milestone. The start date for the paving will be Oct. 30th. Jason said he would like to thank Les and Patti for all of their work. Jason said he is wanting to rent a Bush Broom again for the Street paving. Jason got prices from Caterpillar for $1,900.00 and One Source for $1,950.00. He said it helps with the milling process by cleaning the streets. The cost will come out of MVH Equipment. Mayor and the Board of Works said they were okay with renting a Bush Broom. Jason said they were just under $5,000.00 in the positive for recycling.

ATTORNEY

Les Bergum, The Hearing Authority had the house at 1110 N. John St. demolished. Christine Moon was the owner. We can put a judgment lien against her for $13,492.34. According to Les, Christine will give the City the deed to the property. The City purchased this property on Tax Sale today.

RESOLUTION 17-12: RESOLUTION AUTHORIZING ACCEPTANCE OF DEED IN LIEU OF FORECLOSURE ON REAL ESTATE. Jim Siegfried made the motion to accept Resolution 17-12. Ken Estes seconded the motion. Motion passed 3-0.

POLICE DEPARTMENT

Police Chief Troy Bacon, said there have been 11,509 calls this year, 6,342 traffic stops, 905 tickets, 1,175 warnings, 288 adult arrests, 110 drug arrests, 59 juvenile arrests. He Halloween hours this year will be from 5:00 – 8:30 on Oct. 31st. Ken Estes made the motion to accept the Halloween hours. Jim Siegfried seconded the motion. Motion passed 3-0.
Mayor McBarnes and Chief Bacon left the meeting, because Todd Young, State Senator, was here.

FIRE DEPARTMENT

Fire Chief John Kirby said it is Fire Prevention Week. They will see over 3500 kids. The next 2 or 3 weeks they are hose testing. Chief Kirby said that he needed to get permission from the Board to reroof Station 2. He said that Center Twp was going to be paying the bill, which will be $10,000.00. Les said that we should do an Inter Local agreement. Ken Estes made a motion to approve the Roof at Station 2 being paid by Center Twp subject to an Inter local agreement. Jim Siegfried seconded the motion. Motion passed.

BUILDING INSPECTOR

Sam Payne, said he has drove around town with Chief Bacon and Mayor McBarnes. The prior week, Sam said he worked with Same Payne and Mike Ellis from Wessler’s, because there are 40 some ponds and swells. Sam also said that 1110 N. John St. hasn’t been fixed correctly. He said the Hearing Authority meeting has been cancelled.

HUMAN RESOURCES

Jack Dodd, said that Tuesday of next week Shannon will be back starting her part time position.

CLAIMS

Claims were presented. Jim Siegfried made a motion to approve the claims as presented. Ken Estes seconded the motion. Motion passed 3-0. The claim docket was signed.
