City Council Meeting Minutes – September 25, 2017

The Common Council met in a regular meeting on September 25, 2017 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM and the following action was taken:

Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance. Lewis Wheeler then prayed. Upon roll call the following members were present:   Joe Palmer, Eric Woods, Clarence Warthan, Lewis Wheeler, Steve Beardsley and Wanda Mitchell. Also present: Judith Sheets, Clerk-Treasurer.   Absent: James Moyer and Les Bergum, City Attorney.

MINUTES:   The minutes for the September 12, 2017 regular meeting were presented. Clarence Warthan made the motion to approve the minutes from the September 12, 2017 regular meeting.   Joe Palmer seconded the motion.  Upon roll call vote six “ayes” were recorded. Motion passed.

PUBLIC COMMENTS:   Mayor McBarnes stated that the City had put in a strong application for the Community Crossings Grant seven days before the deadline. Mayor McBarnes stated that Frankfort did not receive the grant due to a technicality in the application. Mayor McBarnes stated that we will learn from our mistakes and go after it next year. The Mayor stated that he would like to have the Council Street Committee, Jason Forsythe, a couple of citizens and himself meet to see how to move forward with the paving. Jason Forsythe passed out the list of streets for paving to the Council. The Mayor asked that the Council look under Division A to see the list of streets and to let them know if they have any recommendations. The Mayor stated that when they meet it will be a joint effort to decide if we use the $250,000 this year or if we save it and do an additional appropriation next year. The Mayor stated that if we want to pave this year we need to get on it. Discussion followed.

ORDINANCE 17-12:   ORDINANCE FOR APPROPRIATIONS AND TAX RATES. Joe Palmer made a motion to read Ordinance 17-12 by title only. Wanda Mitchell seconded the motion. Upon roll call vote six “ayes” were recorded. Motion passed. Ordinance 17-12 was read by title only. Joe Palmer made a motion to pass Ordinance 17-12 on the First Reading. Wanda Mitchell seconded the motion. Upon roll call vote six “ayes” were recorded. Ordinance 17-12 passed on the First Reading.

ORDINANCE 17-13:   AN ORDINANCE SETTING THE SALARIES AND HOURLY WAGES FOR EMPLOYEES OF THE CIVIL CITY OF FRANKFORT, INDIANA. Steve Beardsley made a motion to read Ordinance 17-13 by title only. Clarence Warthan seconded the motion. Upon roll call vote six “ayes” were recorded. Motion passed. Ordinance 17-13 was read by title only. Steve Beardsley made a motion to pass Ordinance 17-13 on the First Reading. Clarence Warthan seconded the motion. Upon roll call vote six “ayes” were recorded. Ordinance 17-13 passed on the First Reading.

ORDINANCE 17-14:   AN ORDINANCE ESTABLISHING THE SALARIES OF THE ELECTED OFFICIALS OF THE CITY OF FRANKFORT, INDIANA. Eric Woods made a motion to read Ordinance 17-14 by title only. Joe Palmer seconded the motion. Upon roll call vote six “ayes” were recorded. Motion passed. Ordinance 17-14 was read by title only. Wanda Mitchell made a motion to pass Ordinance 17-14 on the First Reading. Joe Palmer seconded the motion. Upon roll call vote six “ayes” were recorded. Ordinance 17-14 passed on the First Reading.

OLD BUSINESS:  Mayor McBarnes introduced Steven Ray the Regional Director of the North Central Indiana Regional Planning Council. Steven stated that the North Central Indiana Regional Planning Council was formed in October of 2014 and that six counties joined. Steven stated that they provide services to elected officials and for economic development. Steven presented an information sheet explaining the number of applications, grant awards, and the return per capita. Eric Woods asked about the representatives from each county. Steven stated that they are very engaged. Wanda Mitchell asked how many were from Clinton County. Steven stated presently three. Discussion followed. Steven stated that they have a great network and economic development strategy.

ADJOURNMENT:   There being no further business to come before the Council, Joe Palmer made a motion to adjourn. Clarence Warthan seconded the motion. Mayor McBarnes adjourned the meeting.
