Board of Public Works Special Meeting – October 3, 2017

The Board of Public Works and Safety met in a special meeting on Tues, October 3, 2017 at 2:00 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana. The following action was taken:

Mayor Chris McBarnes called the meeting to order at 2:00 PM. and led the assembly in the Pledge of Allegiance. Ken Estes, Jim Siegfried, Jason Forsythe, Joel Tatum, Les Bergum, Judy Sheets and Barbara Conner were present.

Ken Estes made the motion to remove the Street paving from the table. Jim Siegfried seconded the motion. Motion passed 3-0. Mayor McBarnes said there was $378,000.00 available for the street paving.

Jason Forsythe, Street Superintendant, announced the roads that would be getting paved this year. They are as follows:

  1. Short Columbia          Mckinsey St-Avery St          $10,677.44
  2. Maranatha Dr.          Maish Rd-Dead End          9,812.00
  3. Clinton St.          Columbia St. – Jackson St.          36,795.00
  4. Columbia St.          Walnut St – Green St.          78,674.40
  5. Bob Sanders Drive Burlington Ave. into the park (possibly looking at speed bumps)          18,830.12
  6. Hackett St.          Columbia St. – Jackson St.          14,842.88
  7. Rossville Ave.          Morrison St. – Green St.          40,157.84
  8. Ohio St.          Clay St. – Morrison St.          6,725.68
  9. Mapleleaf St.          Washington Ave. – Maish Rd.          40,282.72
  10. Green St.          Jackson St. – Burlington Ave          62,395.40
  11. Burlington Ave.          Green St. – Bob Sanders Dr.          40,666.28
  12. Paris St.          Dead End – John St.          17,402.92 

    Total                              $377,262.88

 

Jason said these 12 fit the bill for the funding from the project. Jim Siegfried and Ken Estes said they felt these were a good decision. Mayor McBarnes said that Milestone was the low bidder. Jim Siegfried made the motion to accept Milestone’s bid . Ken Estes seconded the motion. Motion passed 3-0. Mayor McBarnes told Jason to bring the contract to the next meeting. Sean with Milestone said they have penciled us in, because they knew they were the low bid. They are planning to start on the paving on Oct. 20th.

Jeremy Duff with KJG Engineering is here for the opening of the bids for the Wall project for 206 E. Washington St. Attorney Les Bergum opened the sealed bids.

Base Bid                        $385,000.00
Alternate No. 1: Install Modular size brick in lieu of Economy size brick          $16,000.00
Alternate No 2: Delete the two horizontal bands of limestone of the east face of the wall (limestone on the south face to remain)                                  Deduct $9,200.00

J.R. Kelly Company, Inc

 Base Bid                        $315,000.00
Alternate No. 1: Install Modular size brick in lieu of Economy size brick          $12,200.00
Alternate No. 2: Delete the two horizontal bands of limestone of the east face of the wall (limestone on the sourth face to remain)                    Deduct $9,900.00

 

Mayor McBarnes suggested taking the bids under advisement. Ken Estes made the motion to take the bids under advisement. Jim Siegfried seconded the motion. Motion passed 3-0.

Joel Tatum, Park Superintendant, said that he would like the board to approve Burns for the reconstruction of the zoo barn roof pending insurance. Ken Estes made the motion to approve Burns to reconstruct the barn roof pending insurance. Jim Siegfried seconded the motion. Motion carried 3-0.

Claims for Safe Routes to School temporary easements and one for Fleis & Vandenbrink for S. Maish Rd. were presented. Ken Estes made the motion to accept the claims. Jim Siegfried seconded the motion. Motion passed 3-0.
