The Board of Public Works and Safety met in a regular meeting on Wednesday, April 12, 2017 at 2:06 PM in the Council Chamber, 301 East Clinton Street, Frankfort, Indiana. The following action was taken:
Mayor Chris McBarnes called the meeting to order and led the assembly in the Pledge of Allegiance. Mayor McBarnes then prayed. Ken Estes, Sam Payne, John Kirby, Troy Bacon, Joel Tatum, Jack Dodd, Les Bergum and Judy Sheets and Barbara Conner were present. Jim Siegfried was absent.
MINUTES: Mayor McBarnes approved the minutes through an acclamation per legal council. Ken Estes abstained.
PUBLIC COMMENTS: None
POLICE DEPARTMENT: Police Chief, Troy Bacon, made the comment that the transformation from the last 7 years has been great around the downtown. Chief Bacon mentioned that they are wanting to renovate a room into a conference room. The department is wanting to go with a wireless remote system Barco CSE – wireless 200. Chief Bacon said they have received a quote from CDW. He said that he was going to talk with Shane Jacoby, because he purchases a lot through them and thought maybe he could get a better price. Chief Bacon said that he would like for the Board to approve the quote for no more than $1700.00. Ken Estes made the motion to approve the purchase of a Barco CSE wireless 200 remote system for no more than $1700.00, and being paid out of Police other supplies. Mayor seconded the motion. Motion carried 2-0.
FIRE DEPARTMENT: Fire Chief, John Kirby, mentioned that he had several items he was wanting to remove from his assets, so he could put them in the City Auction. Mayor McBarnes named the assets that Chief Kirby wants to remove:

Mayor McBarnes made the motion to remove fixed assets and put them in the City auction. Ken Estes seconded the motion. Chief Kirby wanted to buy a step mill, but he took a survey amongst the guys and they didn’t think they would use it. He stated that he has received 3 quotes for a 310 Elliptical. The quotes are as follows:

He wants the purchase to be paid out of LOIT – 249001458.013. Chief Kirby also said that he recommended Hodson Bay. Mayor McBarnes made the motion to accept Hodson Bay proposal for $2,650.00. Ken Estes seconded the motion. Motion carried 2-0.
PARKS DEPARTMENT: Park Superintendent, Joel Tatum, mentioned there was a proposal that came in for the main concession stand. It was from Dumbo’s Elephant. Mayor McBarnes made the motion to sign and approve the contract for Dumbo’s Elephant. Ken Estes seconded the motion. Motion carried 2-0. Joel said there are some issues with the restrooms for Phase 1. They are supposed to be fixing the issues. He also said that the Gravity rail was not getting put up today, but hopefully it would be tomorrow. Joel also mentioned that there were twin Lemurs born this month.
STREET DEPARTMENT: Street Superintendent, Jason Forsythe, he stated that he would like to get a couple proposals for scraping a rear end of a trash truck. They used it for parts and now the only thing left is the shell. He made mention that he had discussed this with Les. Mayor McBarnes said to ask the 2 local companies. Mayor McBarnes would like to have the bids at the next meeting. June 17 is going to be the City Auction. Rick Gates is aware of this. Jason said that spring clean-up will be May 1- May 6, 12 hour days and 8-12 on Sat. Jason also mentioned that they take in good oil, but they are in need of a GPI oil pump. This purchase would be around $500.00. The pump from Northern Tool Company would be $399.99 and then they would purchase a hose from Rural King for $100.00. He will take this out of 201001361.000. Mayor McBarnes made the motion to accept the purchase not to exceed $500.00. Ken Estes seconded the motion. Motion carried 2-0. Phoenix Lawn & Garden gave us a couple of extra tickets to an equipment show. There was a quick lining spray in bed liner for $1,500.00 and you could spray up to 12 vehicles. You can also purchase more cartridges later. The cost for 1 at Phoenix Lawn & Garden is $2,200.00. This would be the best thing that we could do. Ken Estes said if you can do that many that is great. Jason said he would take it out of 201001232.000. Ken Estes made the motion to purchase quik liner out of MVH repairs. There was some discussion about doing this. Jason said that there would be a training video on how to do it. Mayor McBarnes seconded the motion. Motion carried 2-0.
BUILDING INSPECTOR: Building Inspector, Sam Payne, working on Title VI with Jack Dodd and John Large. The letter is ready. Grass – Kat has sent out 39 letters, 6 of them were for mowing. So far, this year his office has given 110 building permits.
HUMAN RESOURCES: Jack Dodd, Rick Ham has turned in his retirement, which will be effective 6-11-17. Mayor McBarnes made the motion to accept the retirement of Rick Ham. Ken Estes seconded the motion. Motion carried 2-0. Jack said they are using a company to do the back ground checks. He did one on himself to check the accuracy. The cost is $44.00 for 1, which will come out of each department’s budget. Employee hand book changes once approved, they will be sent out to the departments. Jack Dodd said that after talking to the Fire Dept. Page 30 in the handbook when an employee retires they will get ½ of accumulated payment of sick time based on an 8 hour day. Ken Estes made the motion to accept the changes to the handbook by Mr. Dodd effective today 4/26/17.
ATTORNEY: Les Bergum will prepare a Resolution for the City Auction. Phase II of the Parks restrooms are about to get started. The demolition for the E. Clinton Street buildings are just waiting on an Asbestos clearance. May 13th at 4:00 Mary Scott is planning a Memorial walk for the child that was killed a long Maish Rd several years back. It will go from the skate park to the YMCA.

CLAIMS: Claims were presented. Ken Estes made a motion to approve the claims as presented. Mayor Chris McBarnes seconded the motion. Motion passed 2-0. The claim docket was signed.
