The Common Council met in a regular meeting on January 23, 2017 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM and the following action was taken: Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance. Clarence Warthan then prayed. Upon roll call the following members were present: Jim Moyer, Joe Palmer, Eric Woods, Clarence Warthan, Wanda Mitchell and Lewis Wheeler. Also present: Les Bergum, City Attorney and Judy Sheets, Clerk-Treasurer. Absent: Todd Corrie.
MINUTES: The minutes for the January 9, 2017 regular meeting were presented. Clarence Warthan made a motion to approve the minutes from the January 9, 2017 regular meeting. Lewis Wheeler seconded the motion. Upon roll call vote six “ayes” were recorded. Motion passed 6-0.

ORDINANCE 16-22 (AMENDED): AN ORDINANCE AMENDING THE ZONING CODE BY REPEALING ORDINANCE NO. 08-05 AND ORDINANCE 13-05; ESTABLISHING THE FRANKFORT DOWNTOWN HISTORIC DISTRICT; AND ADOPTING STANDARDS FOR SAID DISTRICT. Eric Woods made a motion to pass Ordinance 16-22 (Amended). Jim Moyer seconded the motion. Upon roll call vote six “ayes” were recorded. Ordinance 16-22 (Amended) passed 6-0.
ORDINANCE 17-01: AN ORDINANCE AMENDING AND RESTATING THE ORDINANCE SETTING SALARIES AND HOURLY WAGES FOR EMPLOYEES OF THE CITY OF FRANKFORT, INDIANA FOR 2017. Fire Chief John Kirby explained the changes of the Captain 1 would go to two and the Lieutenants would go to five. Discussion following. Joe Palmer made a motion to suspend the rules and pass Ordinance 17-01 on the First, Second, and Third Reading. Wanda Mitchell seconded the motion. Upon roll call vote six “ayes” were recorded. Motion passed 6-0. Joe Palmer made a motion to pass Ordinance 17-01 on the First, Second, and Third Reading. Clarence Warthan seconded the motion. Upon roll call vote six “ayes” were recorded. Ordinance 17-01 passed on the First, Second, and Third Reading 6-0.
OLD BUSINESS: Mayor McBarnes passed out the Councilmatic Committees for 2017. Mayor McBarnes stated that he had worked with Jim Moyer to set up the committees. Eric Woods stated that he did not think that Partners in Progress needed an alternate. Jim Moyer explained what the representative does. Eric Woods stated that Jim Moyer could ask whoever he wanted to fill in if needed. Mayor McBarnes stated that the alternate representative could be marked off.
NEW BUSINESS: Mayor McBarnes stated that the City had received their 1782 notice from the DLG. Mayor McBarnes stated that he and the Clerk-Treasurer had discussed this with Reedy Financial. Mayor McBarnes stated that the City is currently under their Max Levy. Mayor McBarnes stated that Reedy Financial had recommended that the City go from their 7.5 million levy to 7.75 million. Discussion followed. Wanda Mitchell made a motion to go with Reedy Financial recommendation to go to 7.75 million levy instead of the 7.5 and that the City will still be under the max levy by $600,000.Jim Moyer seconded the motion. Upon roll call vote six “ayes” were recorded. Motion passed 6-0.
ADJOURNMENT: There being no further business to come before the Council, Jim Moyer made a motion to adjourn. Joe Palmer seconded the motion. Mayor McBarnes adjourned the meeting.
