Common Council Meeting Minutes – January 9, 2016

The Common Council met in a regular meeting on January 9, 2017 in the Council Chambers, 301 East Clinton Street, Frankfort, Indiana at 7:00 PM and the following action was taken:

Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance. Lewis Wheeler then prayed. Upon roll call the following members were present:   Jim Moyer, Joe Palmer, Todd Corrie, Eric Woods, Clarence Warthan, Wanda Mitchell and Lewis Wheeler. Also present: Les Bergum, City Attorney and Judy Sheets, Clerk-Treasurer.

MINUTES:   The minutes for the December 12, 2016 regular meeting were presented. Jim Moyer made a motion to approve the minutes from the December 12, 2016 regular meeting.   Todd Corrie seconded the motion. Upon roll call vote six “ayes” – Eric Woods, Wanda Mitchell, Joe Palmer, Clarence Warthan, Todd Corrie, Jim Moyer and one “abstain” – Lewis Wheeler were recorded. Motion passed.

PUBLIC COMMENTS: There were no public comments

ORDINANCE 16-22 (AMENDED):   AN ORDINANCE AMENDING THE ZONING CODE BY REPEALING ORDINANCE NO. 08-05 AND ORDINANCE 13-05; ESTABLISHING THE FRANKFORT DOWNTOWN HISTORIC DISTRICT; AND ADOPTING STANDARDS FOR SAID DISTRICT.   Joe Palmer made a motion to take Ordinance 16-22 off the table. Lewis Wheeler seconded the motion. Upon roll call vote seven “ayes” were recorded. Ordinance 16-22 was taken off the table. Joe Palmer stated that members of the Historical Preservation Commission and members of Main Street had met and were in agreement with the changes. Les Bergum explained the amendments to the Ordinance and also the Historical Preservation Commission Resolution. Joe Palmer made a motion to pass the amendments made to Ordinance 16-22. Wanda Mitchell seconded the motion. Upon roll call vote seven “ayes” were recorded. Motion passed. Eric Woods made a motion to pass Ordinance 16-22 as amended on the Second Reading. Clarence Warthan seconded the motion. Upon roll call vote seven “aye” were recorded. Ordinance 16-22 passed on Second Reading as amended 7-0.

OLD BUSINESS:   City Council appointment to the City Plan Commission. Jim Moyer stated that two individuals were interest in the appointment. Letters of interest from Kevin Catron and Leslie Valadez had been received. Lewis Wheeler made a motion to nominate Leslie Valadez the City Plan Commission. Clarence Warthan seconded the motion. Upon roll call vote seven “ayes” were recorded. Motion passed.

NEW BUSINESS:   Elect President Pro Tem of the Common Council. Jim Moyer stated that they always elect the President Pro Tem at the first meeting of the year and opened the floor for nominations. Joe Palmer made a motion to elect Jim Moyer as President Pro Tem. Clarence Warthan seconded the motion. Upon roll call vote six “ayes” – Eric Woods, Wanda Mitchell, Joe Palmer, Clarence Warthan, Todd Corrie, Lewis Wheeler, and one “abstain” – Jim Moyer. Motion passed 6-1.

Mayor McBarnes stated that he will be working with Jim Moyer on the Councilmatic Committees for 2017.

Lewis Wheeler stated that he had watched a good story about the Frankfort Police Department on WLFI Channel 18, and thanked Chief Bacon on his hard work. Mayor McBarnes asked Chief Bacon to give an update on the new officer. Chief Bacon stated that he had worked with his councilmatic committee to get a second K9 Unit for the police department. Chief Bacon stated that Beau Smith will be handler and that he will be taking training.

Jim Moyer commended Joel Tatum on the Christmas light display this year and asked that Joel talk about them. Joel stated that the Parks have a staff of ten employees and five City Light & Power employees that worked on the Christmas lights. Joel stated that the donations for this year are $2000 over last year.

Mayor McBarnes stated that the Board of Works meetings will be changed to the second and fourth Wednesday at 2:00 PM, and the Planning Sessions will be held on Wednesday at 10:00 AM.

ADJOURNMENT:   There being no further business to come before the Council, Jim Moyer made a motion to adjourn. Joe Palmer seconded the motion. Mayor McBarnes adjourned the meeting.
