Common Council Meeting Minutes – Monday, June 27, 2016

Regular Meeting, Common Council, IT Data Center, 1050 Washington Avenue, Frankfort, IN 46041, Monday, June 27, 2016, 7:00 p.m.

The Common Council met in a regular meeting on June 27, 2016 in the IT Data Center, 1050 Washington Avenue, Frankfort, Indiana at 7:00 PM and the following action was taken:

Mayor Chris McBarnes called the meeting to order, and led the assembly in the Pledge of Allegiance.  Clarence Warthan then prayed. Upon roll call the following members were present:     Joe Palmer, Jim Moyer, Clarence Warthan, and Lewis Wheeler.    Also present:  Les Bergum, City Attorney and Judy Sheets, Clerk-Treasurer.   Absent:  Eric Woods, Todd Corrie, and Wanda Mitchell.

MINUTES

The minutes for the June 13, 2016 regular meeting were presented.  Joe Palmer made a motion to approve the minutes from the June 13 2016 regular meeting.  Clarence Warthan seconded the motion.  Upon roll call vote four “ayes” – Joe Palmer, Clarence Warthan, Lewis Wheeler, and Jim Moyer were recorded.  Motion passed.

PUBLIC COMMENTS

There were no public comments

Mayor McBarnes recessed the Council meeting at 7:05 PM and the Public Hearing was opened.

PUBLIC HEARING

To consider and hear comments on Ordinance 16-09.  Mayor McBarnes stated that the will set the residential storm water user fee at $4.83 and the non-residential storm water user fee will be capped at $750 per month.

Mayor McBarnes closed the public hearing at 7:07 PM and opened the council meeting.

ORDINANCE 16-09:   AN ORDINANCE AMENDING STORM WATER MANAGEMENT ORDINANCE AS TO STORM WATER USER FEES.

Jim Moyer made a motion to suspend the rules and pass Ordinance 16-09 on the Second and Third Reading.  Joe Palmer seconded the motion.  Upon roll call vote four “ayes” were recorded.  Motion passed.  Jim Moyer made a motion to pass Ordinance 16-09 on the Second and Third Reading.  Clarence Warthan seconded the motion.  Upon roll call vote four “ayes” were recorded.  Ordinance 16-09 passed on the Second and Third Reading.

ORDINANCE 16-10:   AN ORDINANCE ESTABLISHING INTERNAL CONTROL STANDARDS.

Joe Palmer made a motion to suspend the rules and pass Ordinance 16-10 on the Second and Third Reading.  Clarence Warthan seconded the motion.  Upon roll call vote four “ayes” were recorded.  Joe Palmer made a motion to pass Ordinance 16-10 on the Second and Third Reading.  Jim Moyer seconded the motion.  Upon roll call vote four “ayes” were recorded.  Ordinance 16-10 passed on the Second and Third Reading.

OLD BUSINESS

Bob Clark and Dan Frey from Federal Mogul was present at the meeting to provide information on the CF-1s.  Jim Moyer stated that they were questioning the number of employees.  Bob Clark stated that they had not had the volume to employ the number of expected employees.  Discussion followed.  Joe Palmer made a motion to approve the CF-1s for Federal Mogul.  Jim Moyer seconded the motion.  Upon roll call vote four “ayes” were recorded. Motion passed.

Jason Forsythe stated that the Street Department Council Committee had met and that they had come up with recommendations for additional paving.  Jason stated that they are looking at three areas, Main Street, Barner Street, and Hoke Avenue.  Jason stated that the grant application is due to the State in a couple of weeks.  Mayor McBarnes stated that at the next Council meeting on July 2th there will be a resolution and information on the grant.

NEW BUSINESS

Brittany Parker stated that they are getting the Park ready for the 4th of July and that Kelly Isenhower will be performing.  Brittany stated that the booths will open at 10:00 AM on July 4th.  Jason Forsythe presented an update on the paving.  Mayor McBarnes asked about the July 11th meeting and stated that there will be several absent.  Mayor McBarnes stated that if necessary they can call a special meeting.  Mayor McBarnes stated that he next Council meeting will be July 25th.  Jim Moyer stated that the IACT conference will be held October 4, 5, and 6, and asked that anyone interested contact the Clerk-Treasurer.

ADJOURNMENT

There being no further business to come before the Council, Jim Moyer made a motion to adjourn.  Joe Palmer seconded the motion.  Mayor McBarnes adjourned the meeting.
